Job summary

His Majesty’s Naval Base (HMNB) Clyde will be the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.

To support this transition and future operations, HMNB Clyde is undergoing a high value programme of infrastructure development (>£1Bn over the next decade). The Establishment Management Plan & Siting Strategy (EMP&SS) role is part of a small Navy Command team supporting delivery of the Clyde Infrastructure Programme and Major Projects Programme delivering the infrastructure solutions to develop HMNB Clyde as the Submarine Centre of Specialisation.

This presents an excellent opportunity for commencing and developing an exciting and challenging career within the Civil Service and across a broad range of functions and numerous skill sets in direct support of output delivery.

This post is advertised at 37 hours per week.

Job description

The EMP&SS lead provides a pivotal role in the development and ongoing management of HMNB Clyde’s Infrastructure, Siting and Estate Utilisation strategies, ensuring coherence with appropriate HMNB Clyde governance frameworks and aligning them to Infrastructure priorities. The EMP&SS lead works closely with colleagues across organisational boundaries to ensure requirements and strategies are aligned and fed into the Clyde EMP to ensure it remains iterative.

Person specification

The post requires confident communication skills and the ability to build and maintain an extensive network of stakeholders where collaboration is key to the success of delivering within an operational and regulated environment. The post holder must have the management skills to ensure that all required information is gathered and fed into the siting requirements and EMP processes, and updates are appropriately communicated.

The post does not offer relocation expenses. 

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

Selection process details
