About the Group
The Public Spending Group is a high-profile and rewarding place to work. We help the Chancellor decide what to spend £1.2trillion a year on and ensure government delivers value for money for the taxpayer. We are responsible for reporting to Parliament and the public on how taxpayers money is spent. We drive forward improved outcomes and efficiency in public services and make sure value for money is at the centre of decision-making through better evaluation, data and analysis.
We advise on overall government policy on public sector pay and pensions, the biggest single driver of public spending. We collaborate with and directly support departments to deliver the Government Finance Function strategy, building finance, debt and risk capability across government and developing the management information, tools and frameworks to better understand and ensure value for money.
About the Team
The Finance Performance & Improvement Team is one of the central Government Finance Function (GFF) teams, responsible for driving finance performance, standards (GovS006: Finance) & leading practice to achieve a vision of a modern digital finance function that delivers quality services more effectively & efficiently.
We are seeking a part-time job-share partner and co-programme director with a background in finance data and systems to lead the work and team, alongside the incumbent Deputy Director.
The team are also responsible for the Functional Convergence Programmea cross-government programme that has brought together Finance (GFF), Civil Service HR, Government Grants Management Function (GGMF) & Government Commercial Function (GCF) to deliver a single interoperable functional design for adoption by departments, ALBs and wider civil service organisationsparticularly through the deployment of systems, ERPs and shared services.
The NOVA Functional Reference Model, will be formerly launched in Autumn 2023, acting as a blueprint of leading practice, hosted on enterprise business process modelling software, run and developed by the team. Over the next 3 years, we are passionate about supporting adoption of the design & standards and rolling out new analytical and digital capabilities (process mining) to improve cross-government insight into the efficiency and effectiveness of the functions.
The 14 person team works across a wide range of partners, providing the individual with the opportunity to lead and be part of creating positive and long-lasting change across functional communities. The role offers exposure across Whitehall, including the chance to work and influence at the highest levels of the Civil Service. About the Job
This role is for one half of a job-share with the incumbent Deputy Director Lorraine Dick, accountable for leading and running the Finance Performance & Improvement team and acting as the Functional Convergence Co-Programme Director. Accountabilities include:
- Launch, develop & maintain the NOVA Functional Reference Model for use by the Finance, HR, Grants & Commercial functions across government
- Engage & business partner departments, finance leaders and shared service clusters through detailed design & implementation of systems (namely Enterprise Resource Planning, ERPs).
- Establish and maintain new cross-function design governance to set and arbitrate on any cross-government technical convergence issues (in collaboration with other functions and the Shared Services for Government Strategy Director (CO))
- Maintain the Government Functional Standard GovS006: Finance
- Develop & deliver a performance and continuous improvement framework for the Government Finance Functionincluding performance reporting to all GFF governance groups, namely, Finance Leadership Group (FLG) and Finance Strategy Board (FSB).
- Provide quality leadership, coaching and line management jointly with the job-share partner for a team of 14 people.

Eligibility Statement
