This Finance Business Partner role within Navy Nuclear Enterprise is newly created and will report to a new role of Finance Deputy Director Navy Nuclear Enterprise.

We are looking for someone to manage the Navy’s part of the Defence Nuclear Enterprise, and act as a senior finance business partner to the Budget Holder and SROs. We are looking for someone who is committed to providing an excellent finance service, working as part of a small and high-performing team. The role will also require strong stakeholder management skills to ensure the finance function works effectively across the different parts of the Defence Nuclear Enterprise, in the delivery of in-service submarine operations.

This position is advertised at 37 hours per week. 

Job description

This Finance Business Partner (FBP) role supports Navy Command Defence Nuclear Environment within the Navy Command Operating model.

In addition to providing advice and professional judgement to the Budget Holder, SROs, Deputy Finance Director & Finance Director, the post holder will demonstrate a willingness and ability to work effectively as part of the Finance function in Navy Command, Defence Nuclear Environment and wider MOD:

  • Leadership of the finance team who support the Nuclear Enterprise, c25 people, spread between Portsmouth, Clyde and Devonport, setting direction, developing the identity and sense of community, supporting people’s careers, professional development and talent management and ensuring that finance is seen as a key enabler to the business.
  • Act as finance business partner for the Budget Holder and SROs, in managing a complex multi-billion pound budget, driving business delivery of in-service submarines and the UK’s nuclear deterrent through insightful analysis at the strategic level, strong financial management, risk management, compliance and assurance.
  • Collaborate with colleagues in MOD Head Office, Defence Nuclear Organisation, UK Strategic Command and Submarine Delivery Agency to collectively provide strategic and expert advice to senior leaders, collectively leading the financial performance of the Defence Nuclear Enterprise, ensuring that the obligations to HM Treasury are met, and that financial information supports business delivery and decision making.
  • Develop the in-service environment within Navy Defence Nuclear Enterprise to collaborate with wider defence drive and share best practice.
  • Support the Finance Director (Navy) in shaping and delivering the financial strategy and objectives for the in-service (Navy Command) part of the Defence Nuclear Enterprise.
  • Participate fully in transformation, change and continuous improvement by proactively identifying opportunities for improvement and engaging with wider change programmes across Finance and wider Defence.

 Although there is some flexibility in the location of the permanent duty station, the Budget Holder and finance team are located in Portsmouth. The business needs are such that the successful applicant should expect to be in Portsmouth on average 2-3 days a week with regular travel to other Navy Command and DNE locations.

Person specification

The ideal candidate will have experience of working as a Finance Business Partner in a complex environment, at a senior level. At this level the individual will be able to demonstrate their experience and skill against the following criteria and be comfortable briefing at Board Level.

  • Experience of delivering pragmatic and robust approach to financial control and governance, as well as managing a complex multi-billion- pound budget.
  • Excellent leadership credentials, with a proven track record of developing and leading high performing teams
  • Experience of presenting complex financial information simply and effectively to a range of stakeholders
  • Experience of using financial, operational performance and economic data to deliver insight that both drives and facilitates change and continuous improvement.
  • Acting as the bridge between the business and the rest of finance, the successful candidate will build effective stakeholder relationships, support the business to deliver their outcomes, drive financial performance, and provide constructive challenge and, scrutiny.
