Job summary

The central grants team provides advice and guidance to grant makers within DCMS – ensuring that schemes and grants are robust and represent value for money.   We support policy makers in the development of business cases, signposting to other areas of support  where appropriate, such as our  Finance or Commercial Business Partners.

We help promote and encourage best practice in public sector grant making, working closely with the Government Grants Management Function within the Cabinet Office to increase the Department’s grant making capability and compliance with Managing Public Money

We are responsible for ensuring that Grants data and awards are properly recorded in order to promote transparency and accountability, and produce regular management reports.

We also provide support to DCMS grant making Arms Length Bodies, helping them to improve their own grant making capabilities.

Job description

Responsibilities of these roles will include:

  • Working with DCMS policy teams to provide timely advice in the development of business cases and grant agreements.
  • To respond to queries from grant makers – using DCMS and Cabinet Office guidelines/guidance.
  • To manage the DCMS inputs into the Government Grants Information System (GGIS) a database used to record all public sector grant schemes and their subsequent grant awards.
  • Produce regular and insightful Management Information, using Government Grants Information System (GGIS) and other databases, to form the basis of strategic conversations with a wide range of senior stakeholders (both DCMS and other government departments).
  • To build and maintain relationships with grant makers within DCMS and other subject matter experts including Finance and Commercial Business Partners and Counter Fraud colleagues.
  • To help improve grant making capability within DCMS and its Arms Length Bodies.
  • To lead ongoing work on ensuring that the DCMS Accounting Officer has sufficient assurance over grant-making within our Arms Length Bodies.
  • The successful candidates will have an interest in public sector grant making;  confident self starters able to work on their own initiative and as part of a small team.

The ideal candidate would have the following key skills and experience

Essential Requirements

  • A highly motivated self starter, someone who is able to demonstrate how they absorb, understand and apply information quickly
  • Able to influence and collaborate with stakeholders at all grades to achieve positive outcomes for grants
  • Confident in using data management tools and understanding data to produce financial reports and management information on grant schemes/awards.
  • Experience of public sector grant making – either as as a grantee or awarding grants.  
  • Adaptable and flexible and a keen eye for prioritisation.  The ability to respond quickly to new demands will be essential.
  • Excellent communication skills and able to convey difficult messages

Desirable skills

  • An understanding of financial processes (either through on-the-job experience or qualifications)
  • Experience in delivering training packages on grant making to a wider audience 
  • Direct experience of central government grant making
