Job summary
This is a fantastic opportunity to be part of a finance team that supports the governments national full fibre rollout ambitions, with BDUK intervening in the least commercially viable areas of the country.
The Financial Team works closely with the BDUK delivery teams as well as the wider DCMS Finance and Commercial teams to ensure that all financial transactions are captured on a timely basis, enabling accurate operational reporting and forecasting as well as ensuring that the department meets its prompt payment targets.
The Finance Officer will play a key part in ensuring that finance knowledge and capability is built up across BDUK. The post holder will be given the opportunity to progress their financial career, gaining a unique range of career development skills whilst supporting the delivery of one of governments most high profile programmes.
Job description
Grants management
- Supporting the grant administration process, including processing grant claims and returns, repayments and reclaiming any overpayments on a timely basis.
- Maintenance of the grant allocations process, ensuring all grants follow a robust audit trail and are paid on time.
- Ensuring that all grants are input on Cabinet Office Government Grant Information System (GGIS) and other databases as required.
- Providing advice and training for non-financial stakeholders on grant administration to prevent delays and errors.
Robust Financial Management
- Reconciliation of financial data across various sources, correcting errors where necessary and working closely with non finance colleagues to prevent further errors.
- Supporting the facilitation of month end financial reporting, preparing and processing journals where required.
- Support the Financial Transactions Team on Procurement Administration Support to BDUK Commercial in respect of new Contracts and Single Action Tenders.
- Ensuring accurate and timely cost capture by raising Purchase Orders in order to meet Departmental Prompt Payment timescales.
- Primary responsibility for all queries and communications with central finance and commercial for requisitioning and receipting.
- Supporting with the production of monthly cash flow forecasts to DCMS finance.
- Providing financial advice and training, championing best practice to build up finance knowledge and capability across BDUK.
Other Duties
The post holder will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This will include undertaking ad hoc work on projects and activities that support the wider work of the delivery programmes, such as providing a secretariat function.

Interview
The interview will be a blended assessment consisting of a series of questions against the Civil Service Success Profiles Behaviours and Strengths.
During the interview process, candidates may be asked to provide further evidence of their skills and experience.
Interviews may also include a presentation exercise

This role is full time only. Applicants who wish to work an alternative pattern are welcome to apply however your preferred working pattern may not be available and you should discuss this with the vacancy holder before applying.
The expectation within BDUK is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU and will not apply for BDUK roles on level transfer during that time.

Location
This role can be based in London, Belfast, Cardiff, Darlington, Edinburgh or Manchester . The hub locations are displayed on the job advert. Not all hub locations yet have confirmed office space – successful applicants will be expected to work remotely until this becomes available.
Existing BDUK and DCMS staff who are currently based in London and are successful in gaining this role will be able to remain working from the London base.
