About the Group    

The Corporate Centre Group delivers a wide range of corporate services to enable people at HM Treasury and many of the other organisations who form part of the Treasury Group (including the Government Internal Audit Agency and the Debt Management Office) to operate effectively and efficiently. We are a diverse group, both in terms of our professions and in our ways of working. Our colleagues are based across 3 sites in London, Darlington and Norwich.

About the Team

HM Treasury’s Group Finance Team comprises approximately 50 staff. We provide high quality advice covering strategic finance, financial management, financial reporting and counter fraud and risk for internal use, and accurate information for Parliamentary control and public accountability purposes. 

We are part of the wider Government Finance Function (GFF), which represents and supports the finance community across the civil service. GFF offers a range of developmental opportunities, resources, tools and networks to support us in our roles.

The Financial Management team provide financial insight and decision support to policy teams, our boards and senior leaders in the organisation enabling them to understand the financial and budgetary impact of policy as it develops. The team is responsible for the in-year financial management of our annual departmental budget and forecasting, supporting the annual business planning process, working with the department on new spend proposals and business cases, negotiating with the departmental spending team and liaising with Arm’s Length Bodies (ALBs) to monitor their budgets and spend.

About the Job 

In this role you will need to understand the business of both the core department and its Arm’s Length Bodies (ALBs) and be able to translate and present complex information clearly. You will support the Finance function in the provision of valuable financial advice, challenge and support, strategic insight and business solutions to Directors and build strong interpersonal relationships in your team and the wider organisation. 

Key accountabilities include: 
1. Responsible for a number of regular month end processes – ensuring the integrity of transactions in financial systems, and that accurate accruals, adjustments and journals are posted, and forecasts are entered into the management accounting system for consideration by the Finance Deputy Director and HM Treasury’s Operating Committee.

2. Support the Finance Business Partners and Assistant Finance Business Partners in the monthly forecasting process, including maintaining and updating key financial models, liaising with stakeholders on queries, and providing management reports to support decision making.

3. Support the production of monthly financial management reports for groups, reporting accurately to Finance Business Partner and Assistant Finance Business Partner the income and expenditure in terms of budget, actual and forecast. Providing financial support and data where appropriate for ad hoc tasks.

4. Build and maintain strong working relationships with key stakeholders from across the department, supporting them on key financial processes including purchases, clearing on hold invoices, raising invoices and others.

5. Work collaboratively with the other Management Accountants to ensure that inter group transfers and transactions are recorded accurately and timely adjusting between accounting periods as needed; enabling early escalation of financial irregularities to the Finance Business Partners and Head of Financial Management, so corrections can be made in the appropriate accounting period. 

6. Flexibly support other finance teams with key financial activities. This will include activities such as year-end and audit requests. 

7. Play a key role in ensuring undertaking and ensuring the efficacy of key financial controls, including the approval and reconciliation of spend on Government Procurement Cards (GPC) and Corporate Cards, transparency reporting and analysing transaction listings to ensure accuracy and identify mispostings.

HM Treasury currently operate a merged grade at Range D, combining the Civil Service Higher Executive Officer (HEO) and Senior Executive Officer (SEO). HM Treasury are in the process of evaluating all Range D roles to define them in line with the HEO and SEO standards so that we align with other departments. Existing HEO’s/SEO’s that are successful through this campaign will retain their grade on transfer, but their role may be subject to evaluation.

Eligibility Statement
