Job summary
We are looking for a Finance Business Partner to join our Finance Office at the House of Lords. The Finance Business Partnering Team have recently expanded, making it an exciting time to join us and support in providing good financial management across the business. You will enjoy building relationships, supporting and advising others and will be able to provide high-quality reports and data to challenge and ensure value for money.
We offer the opportunity for flexible working on a hybrid basis, with a minimum of 2 days a week on-site at Parliament. You would need to be flexible and ensure that you are able to attend team meetings on-site, enabling you to learn from others in the Finance Office and build networks and relationships across wider Parliamentary offices.

Job description
Youll be accountable for –
- Building and maintaining effective relationships with House of Lords budget holders, managers, and other key stakeholders to understand their areas to support the delivery of the Administrations priorities.
- Providing high-quality accurate and timely financial support, analysis and advice to stakeholders including the ability to explain complex financial information clearly.
- Ensure the financial information received from the House of Commons, Parliamentary Digital Service and R&R Client Team is processed and accounted for in a timely and accurate way.
- Supporting budget holders and senior managers through the annual planning and quarterly forecasting process, providing constructive challenge when appropriate.
- Assisting the Head of Finance Business Partnering and Senior Finance Business Partner in reviewing business cases and change control forms submitted to the Finance Director.
- This role will ultimately have line management responsibilities for at least one direct report – a review of the reporting structure is underway to confirm this.

What were looking for
- The post holder should be a fully qualified accountant or a part qualified accountant working towards completing their qualification (CCAB or equivalent).
- Technical skills – Relevant financial management and accounting skills including an understanding of the public sector financial framework as it applies in central government; excellent IS/IT skills, including experience of computerised accounting systems and Microsoft Office applications, in particular Excel to an intermediate level as a minimum.
- Professionalism, Tact and Discretion – Experience in finance business partnering, building and maintaining effective working relationships and networks at all levels, working with external auditors and other key stakeholders;
- Analytical skills and problem solving Strong analytical skills with experience of analysing large volumes of complex data; the ability to identify problems and risks and propose solutions, seeking guidance where appropriate;
- Communication skills Clear and accurate oral, written and online communications skills, including the ability to explain complex issues to non-finance colleagues, making them easy to understand;
- Accuracy and delivering at pace A high level of attention to detail with the ability to work accurately and effectively to meet demanding deadlines whilst remaining calm and focussed;
- Management of staff Experience in providing effective management, support and development of a team.
