Overview
The Ministry of Justice sits at the heart of public service delivery and the governments wider social reform agenda, working to protect and advance the principles of justice. The department has been at the forefront of the Governments wider efficiency agenda making finance roles an exciting and challenging opportunity.
The Ministrys Financial Management and Control directorate brings together multiple teams from across the Ministry into consolidated teams and centres of excellence to deliver high quality financial management and reporting services for the Ministry.
The Financial Accounting and Capital Accounting teams support the department by providing a centralised, professional service that supports the entire department and individual business areas and entities, whilst adhering to the key principles in Managing Public Money, the Estimates Manual, Consolidated Budgeting Guidance, the Spending Controls Framework and Budget Holder Responsibilities.
Role Summary
Financial Accounting and Reporting SEOs are expected to produce the statutory financial accounts or estimates ensuring they meet HMT reporting standards. They will liaise with a range of colleagues and wider stakeholders to obtain and assure the information relevant to the production of these external reporting outputs. The Capital team deals with the Departments assets, ensuring these are correctly recorded, valued and depreciated in accordance with accounting standards and government FReM.

Progression Routes
Staff in this role typically move into other SEO roles in Finance or progress to Financial Accounting and Reporting G7 or wider finance G7 role.
Role Responsibilities/Tasks
- Assisting in the production of quarterly financial statements making sure they are produced accurately to challenging timescales.
- Preparing technical accounting papers and presenting to senior management.
- Responsible for monthly reconciliations of ledger balances within both in-house and outsourced systems and making sure discrepancies are resolved in a timely manner.
- Reviewing current systems and processes to make sure they incorporate the appropriate financial controls, and that system documentation is accurate and up to date.
- Supporting the Capital Accounting Leads in answering account queries from internal and external auditors and resolving issues raised in management letters.
- Providing technical advice and guidance to stakeholders on accounting treatment of capital expenditure and leases.
- Maintaining a strong working relationship with the NAO and other external stakeholders.
Other duties
The post holder will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include working closely with other MoJ Finance staff to develop solutions/problem-solve and engaging in project work to drive finance improvements.
The department is undergoing transformation and the Capital Accountant will be required to support the transformation of the MoJ Finance function. They will need to ensure that the Capital Accounting team are central to the changes undertaken, that customer service is enhanced whilst maintaining effectiveness and improving efficiency.

In addition to salary, a pensionable, non-contractual specialist allowance will be applied to this role. Specialist allowances apply to certain roles only, are non-transferable to other roles and are subject to annual review.
Travel
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyones circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
