Job summary

The Deputy Governor, a position established under Section 23 of the Montserrat Constitution Order 2010, acts as the Chief Executive Officer of the Montserrat public service and reports directly to the Governor. The Deputy Governor leads the team of Permanent Secretaries and Heads of Department, directing the Public Service to deliver the strategies and policies of the elected Government. Retaining independence and impartiality, the Deputy Governor provides clear options and quality advice to Ministers.

Job description

The post is at the heart of the leadership of the Territory and the public service in Montserrat. Displaying outstanding leadership skills, the Deputy Governor manages transformation programmes and ensures excellent management of professional, accountable, effective, well-motivated, responsible and non-partisan public service.

Assisting the Governor in the exercise of her/his functions, deputising and acting for the Governor when required, the Deputy Governor ensures the public service provides quality advice to Cabinet, facilitating Cabinet decisions and assisting with the formulation and effective implementation of government policies and plans.

KEY RESPONSIBILITIES
As defined in section 24 of the Constitution:
• Assisting the Governor in the exercise of his/her functions, and shall have such functions, not of a ministerial nature, as may be assigned to them by the Governor, acting in his/her discretion.
• Leadership and management of the public service. Maintaining an efficient, effective, results oriented and non-partisan service, including through leading the Senior Management Team and as Line Manager for the Permanent Secretaries. Proactively dealing with performance management and ensuring high standards of training for public servants that are relevant to needs.
• Set and manage the direction for HR in accordance with the needs of the public service.
• Under the authority of the Governor, managing and directing the development and delivery of the Government’s public sector reform and modernisation programmes, including improvements in efficiency and effectiveness and in the quality of customer service.
• Coordinating the preparation and implementation of corporate and business plans and monitoring progress.
• Ensure the provision of high-quality information and policy advice by the public service to Ministers and to Cabinet through assessment of effectiveness of the Government policies. Ensure the implementation of Cabinet decisions.
• Provide administrative support to the Governor on disaster management and assist in the development of an effective risk management approach to policy and planning in disaster management.

As defined in section 25 of the Constitution:
• Advising and assisting the Governor in the exercise of good governance as it relates to the; the protection of national security interests in disaster management, defence, ceremonial duties and consular affairs;
• Deputising for the Governor during any period when the office of the Governor is vacant, or the Governor is absent from Montserrat or is for any other reason unable to perform the functions of that office. 

Person specification

Applicants should meet the following essential criteria:

• Be a Montserratian as set out in Section 23(1) of the Montserrat Constitution Order 2010.
• Possess a post-graduate qualification in business or public management, human resource development or a related field.
• Have at least ten years recent experience at senior management level, including proven experience in building and managing large teams, developing talent and supporting and sustaining an inclusive work environment.
• Proven experience of successfully leading and implementing/overseeing the implementation of major initiatives and change programmes.
• Financial analysis skills. Proven experience and ability to forensically manage the expenditure.

Desirable
• Specialised training in public management, financial management, human resource management or management services is desirable.
• Have experience in the fields of management, consultancy services, project management, financial management and human resource management and development.

Required competencies
• Proven managerial and leadership skills, with an emphasis on the ability to manage change, lead transformation programmes and deliver modern and efficient services with professionalism and understanding in dealing with all levels of personnel.
• Capacity to think strategically, with strong analytical, reasoning and proactive problem-solving skills.
• Can communicate effectively and clearly to a wide range of audiences. Ability to draft clearly, concisely, and persuasively to tight deadlines, presenting complex specialist, operational or policy matters.
• Ability to supervise and deliver policy development.
• Resilience and energy. Ability to cope with a consistently heavy and demanding workload, plus the pressure arising from being a public figure under constant scrutiny.
• Transparency, ensuring all personal interests are publically declared and conflicts managed.
• Willingness to encourage new approaches and to question existing ones to ensure the most efficient and effective outcomes are achieved.
• A strong team player, ability to work at all levels as is needed, to get the best out of the teams, to spot talent, nurture and grow it, to ensure a proactive public service.
