The Home Office is leading a pan departmental, cross government programme to deliver the new Emergency Services Network (ESN) critical communications system. This will replace the current Airwave service used by the emergency services in Great Britain. The strategic aim of the Emergency Services Mobile Communications Programme (ESMCP) is to deliver a much better voice and data service to emergency services replacing the reliable but limited and ageing Airwave system.
Job description
The Senior Finance Business Partner & Business Case Cost Modeller must support and work closely with the ESMCP Senior Leadership Team, external stakeholders and in particular the Senior Responsible Officer, who is responsible for delivering the programme.
Use strong financial modelling experience to develop a substantial understanding of the wider financial implications of the different programme options;
Ensure integration with the financial plans of the department;
This post will involve frequent travel to London and other Home Office locations with occasional overnight stays, including occasional meetings with external stakeholders. The cost of this travel will be met by the business area.

Role responsibilities
Identify cost options, within the programmes agreed design and procurement strategy, to support appraisal and recommendation of the preferred option.
Provide suitable scrutiny and challenge of cost information provided to ensure the robustness of the resulting financial estimates.
Lead on the identification and documentation of risks and mitigation to support the undertaking of formal Optimism Bias and Quantified Risk Assessments.
Develop and maintain a financial cost model to support the Programme that integrates with the Programmes overarching Programme Business Case.
Produce as required a form of business case justification which follows the principles of HM Treasurys five case model and ensure timely approval within the Programmes governance structure and plan timetables.
Provide relevant in-year and medium-term forecasting data and information to the reporting function in the Finance Team.
Strategic stakeholder management across the law enforcement sector and three emergency services, for multiple user organisations, including but not exclusively devolved nations and other government departments.
This post involves line management responsibilities and must ensure the standards and culture within the team meet the expectations of the Home Office.
Provide financial oversight, financial modelling, technical accounting advice and support for projects aimed at delivering a better and more efficient law enforcement system.
Provide verbal and written advice and communications to internal and external governance bodies, including programme boards, National Audit Office, Ministerial submissions, publications, business case authoring, HM Treasury, Cabinet Office and the Major Projects Review Group (MPRG).
Lead on commercial finance support, including Should Cost Modelling, financial stability reviews, bid assessments, supplier quarterly financial reviews, input on supplier negotiations, Managing Public Money advice and compliance and value for money assessments.
Provide oversight and input on programme benefits forecasting and realisation, and act as a lead liaison point with economists.
Essential criteria
Must be able to demonstrate strong financial skills through experience of being a Qualified Accountant.
Excellent track record of cost modelling large programmes and strong financial modelling experience.
Strategic stakeholder management skills and capacity to work collaboratively within a multi-stakeholder environment, developing successful relationships between own team and other areas.
Proven experience of cost and schedule risk analysis and scenario analysis.
Strong demonstration of Advanced excel.
