Our estate provides accommodation for colleagues who support millions of daily customer interactions in Jobcentres and Health Assessment centres, back of house offices delivering front line services and hub sites housing expert functions such as Policy, Finance, Digital and HR.
The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

This role will work closely with the Integrator and DWP Category Management teams and, also with a wide range of service partners and the Departments supplier partner as appropriate, to deliver quality operational Estates services, achieving positive commercial outcomes in a timely manner, ensuring cost effective improvements in operational delivery, increased customer satisfaction and ensure compliance with policies and regulations.
The role will also involve working with and supporting other Estates teams as and when required

Key Accountabilities
- Oversee suppliers performance to assure full compliance with standards are established.
- Use of the Performance Management System to run reports to analysis compliance and trends.
- Check and validate Integrators compliance with Contractual obligations.
- In conjunction with the SEO, provide commercial and financial assurance, whilst remaining alert to emerging issues and trends which may impact DWP Estates and customers interests.
- In conjunction with the SEO appraise, audit and performance manage the Integrator via KPI monitoring, manage and assessment of delivery ensuring high quality outcomes that meet the customers needs and gives value for money.
- Provide assurance and support with challenges. Advise to the relevant Estates colleague by acting as a liaison point to ensure understanding relating KPIs and Performance data.
- Escalate contractual issues and changes to SEO as required, identifying risks, and working with the SEO to resolve issues efficiently.
- Analyse and use a range of data and information from internal and external sources to support decisions and challenges where service deficiencies are revealed.
- Analyse and use a range of relevant and credible information from internal and external sources to support decisions presenting strong recommendations to the SEO in a timely manner, developing reports for senior leaders to manage the supply chain.
- Working in partnership with the Integrator and Category Management to ensure service changes are managed effectively.
- Act as point of contact for Performance management KPI data exchange between the Integrator, Supply Chain and Authority.
- Support the Supply Chain Relationship Management (SCRM) strategy with timely and accurate reporting/ data analysis in accordance with the SCRM programme governance.
- Co-ordinate a pipeline of Supplier and SCRM meetings/workshops to support the SCRM strategy.
- Control all the working documents and data management flows for a number of strategic relationships within the SCRM team, as well as key strategic relationships managed throughout the Estates team.
- Support the Supply Chain Managers (SCM) team to ensure the successful provision of required services across the full delivery lifecycle.
- Provide consistent support for the maintenance of all sources of SCRM data and tools.
- Work with other members of the directorate to support the development of SCRM.
- Work collaboratively with the Supply Chain integrator to create reporting features promoting, recommendations, knowledge, and performance insight.
- Develop and maintain excellent stakeholder management partnerships throughout the Estates organisation.
- Successfully monitor high quality outcomes that meet the customers needs and ensure value for money.
- Act as point of contact for all operational and local project related issues or requirements, working with the supply chain and colleagues to identify areas for improvement and resolution.
- Team player, actively engaging with other areas of service delivery, Estates colleagues and wider Commercial Teams as required.

Essential Skills, Knowledge & Experience
- Experience of Performance Management – overseeing suppliers performance to assure full compliance with contractual measures.
- Experience of measuring/monitoring of supplier performance and data analysis.
- Experience in the Interpretation and analysis of data to inform decision making.
- Experience in working at pace with attention to detail, be accountable and work problems through to their conclusion.
- Strong communication and negotiation skills.
- Strong Excel skills and knowledge.
Desirable
- Experience in the management of external suppliers/contractors who deliver a wide range of services in relation to Facilities Management
- Experience in the management of key suppliers in supporting negotiations, managing/escalating issues, and engaging in key decision making with strategic consequences.
- Commercial experience gained within the Property/FM division of a complex, matrix organisation
- PowerBI experience and knowledge.

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work. Hybrid working means an employee working part of the week in their DWP office and, part of the week from home.
Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. This means that colleagues experiences of hybrid working will differ. Also, any employees experience of hybrid working could change over time as role requirements and possibly personal circumstances change.

STAGE 1 – APPLICATION & SIFT
As part of the application process you will be asked to provide 1000 words Personal Statement against the essential criteria as outlined above. You will also be asked to provide a short CV.
Your CV should be fairly short and just evidence very brief details of your work history and experience.
Please do not submit a speculative application where you do not meet at least 50% of the essential criteria as these applications will be unsuccessful. Do not include Behaviour examples within your application as these will not be assessed in the sift and will only be used at interview stage.

STAGE 2 – INTERVIEW
All candidates who are successful at the sift stage will undertake a single virtual video interview.
The interview will follow a blended approach which will help us assess candidates Behaviours and Strengths.
