Job summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines,  Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.         

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.  

Within the Naval Base, the Safety Management staff provide the Naval Base Commander (NBC) as Head of Establishment and Nuclear Authorisee with ensurance and compliance with all relevant legislative and regulatory requirements.  The Safety Management Assistant Head (SM Asst-Hd) will assist HMNB Clyde’s mission of supporting the Fleet by facilitating the delivery of Base outputs while meeting required standards of Environmental and Safety performance, by focusing on and providing Occupational Health Safety and Environmental Protection Ensurance and Assurance to NBC via Captain Base Safety. 

This position is advertised at 37 hours per week. 

Job description

The Safety Management Assistant Head is a new role, which will be multi-faceted, focused on delivering Conventional Health and Safety for the Head of Establishment on HMNB Clyde (including Faslane and Coulport sites as well as wider off site areas).  The tasking for the role, will include:

To act as the Safety Management principal advisor for Safety related matters, acting as an independent adviser to NBC’s Safety Committees.

To assess safety related non-compliance, incidents and events, ensuring adequate and timely action is taken to prevent recurrence and make recommendations for their future avoidance.

Act as an SME at the Organisational Capability Sub Committee.

To provide liaison between the Base and various Defence and External Regulators, including but not limited to DFSR, DMR, DFGSR and ONR Site Inspectors.

To be Intelligent Customer and Service Receiver for the SHEQs organisation.

To be a member of designated Regulatory Interface Forums.

To represent HMNB Clyde at the National and Enterprise Operating Experience Learning Group.

Discharge an internal ‘Intelligent Customer’ capability across a wide breadth of legislation which is externally regulated by the HSE, Office of Nuclear Regulation (ONR) as well as MOD internal regulators [i.e. DNSR, DMR, DLSR (F&GR) & DFSR] to support Naval Base Commander in their role as Head of Establishment for safety.

Provision of competent advice on specialist matters concerning HASAW, Fire (Scotland) Act and all associated delegated legislation as well as MoD policy standards and requirements.

Ensurance of safety performance of site ‘Industry Partners’ and other contractors to secure effective control of work within all operating areas of HMNB Clyde, including the Authorised Site. This extends to raising formal Safety Improvement/Prohibition Notices (as a ‘Designated Person’) and sponsoring safety Risks/Issues as appropriate.

Provide Subject Matter Expert input to commercial safety specifications, including consideration of contract amendments presented to MOD Authority.

 Interpret statutory/MOD requirements to formulate the development and maintenance of Clyde Safety Management Arrangements (i.e. Policies/Process Maps/Support Documents etc), as a key ensurance stakeholder which directly support certification to relevant ISO compliance. This also includes acting as Clyde focal point for consultation on proposed changes to MOD policy and statutory legislation.

Participate in HMNB Clyde Assessment Programme by leading or participating in compliance audits, specialist theme audits, functional safety management inspections/reviews, including the monitoring of Corrective Preventive Action Reports to close-out.

Lead on the production of Performance Management reports of Clyde Safety Events and oversee the day to day reporting, recording and investigation of incidents.

Chair the NBC Clyde and Lodgers Safety Committee and provide the SME role at the Clyde SHEF Committee.

Person specification

Ideally a Health and Safety Professional, with qualifications in Health and Safety Management and experience working on a complex industrial site with a multi-agency workforce.  Must possess strong communication and management skills, and have the ability to lead a team.
