Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.
The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UKs nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.
The UKs independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines known as the Dreadnought Class and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The Warhead Directorate leads the UK nuclear warhead programme which provides a stockpile of reliable, safe and effective nuclear warheads to support the UKs strategic nuclear deterrent now and in the future.
The Warhead Directorate has staff based in MOD Main Building, MOD Abbey Wood (Bristol), Aldermaston (Reading) and HM Naval Base Clyde (Scotland). This post will be based in either Bristol or Reading with the requirement to travel between sites regularly.
This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.
This position is advertised at 37 hours per week.
Job description
This role, reporting to the Future Transport Assistant Head, is to support the Transport team to plan and deliver a coherent programme for future nuclear transport and container capabilities. This includes safety and environmental management to enable effective delivery and approval of this capability in support of the UK Defence Nuclear Programme into the future.
The DNO Transport team sit within the Warhead Directorate and are responsible for the movement of all Defence Nuclear Material across the Defence Enterprise. The team therefore provide services to several areas; supporting transport operations, emergency planning, managing a fleet of specialist vehicles as well as planning for future requirements.
The Future Transport team, within DNO Transport, are responsible for the development and delivery of new, safe and secure, transport capabilities for the movement of Defence Nuclear Material. The project team responsible for this large-scale procurement activity now seek a Safety and Environmental Manager to oversee the safety and environmental aspects of this procurement and through life capability.
A full driving licence will be required to enable travel between sites.
The team are supportive of hybrid working however the role will require routine site access to attend meetings and access to IT systems.
It is also important to note that due to the highly secure work of the directorate, you will need to be a UK national and achieve Developed Vetting security level before you would be able to start in the role.

Role responsibilities
The successful candidate will be responsible for managing the delivery and implementation of all safety and environmental aspects of the future transport and container projects. This will include:
- Management and delivery of associated Safety and Environmental Management Plans.
- Advising on safety and environmental requirements.
- Advising on engineering work strands and system design.
- Acting as an intelligent customer for contracts and tasking with suppliers and subject matter experts on safety and environmental aspects.
- Management and delivery of system safety and environmental justifications, cases and approval submissions.
- Lead regulatory engagement with Defence Regulators (Defence Nuclear Safety Regulator, Defence Ordinance, Munitions & Explosive Safety Regulator, Defence Land Safety Regulator and Defence Environmental Safety Regulator).
- Stakeholder engagement with safety and environmental leads from across the Defence Nuclear Programme to ensure alignment and integration for future transport and container capabilities.
Qualifications & Skills
The ideal candidate will have a strong technical background and experience managing safety in a complex high, hazard enterprise. Safety and Environmental Management qualifications would be desirable but not essential as training and on the job learning can be provided where specialist development is required. Experience working within a highly regulated environment and working with regulators would be desirable.
In addition to learning and skill development opportunities relevant to this role, there are opportunities to be involved in emergency planning and transport convoy operations in support of the wider DNO Transport Team.

- Experience in developing safety requirements for systems/Defence procurements
