Job description
Operational Logistics (Op Lo) has been established to provide a national delivery model for front line logistics to Border Force (BF). The Command covers four primary areas, known as pillars which cover various work areas within Op Lo. The pillars are:
- Delivery & Support Health and Safety, National Spokes, Secretariat, Civil Penalties Futures Programme and Service Offer Reset Programme.
- Infrastructure Estates, Queens Warehouse and National Penalties Unit.
- Port Expansion Port Expansion team, National Frontier Approvals Unit (NFAU) and the Cyclamen Port Reconfiguration team.
- Services Procurement, Contract Monitoring and Assets and Fleet.
Op Lo operates on a Hub & Spoke model. The Hub providing centralised logistical expertise whilst directing out and fielding in requirements via the Op Lo Spokes. Op Lo Spokes are the Op Lo face to the frontline customers and will field all customer requirements and enquiries.
This role is based within the Border Force Health and Safety team, part of Op Lo. Working with a Senior Officer and the national team, the roles support the regional management through effective health and safety advice and support. This is a varied and interesting role looking at five key pillars – management systems, audits, inspections, investigations, and training.
The post ensures the successful delivery of Health and Safety objectives within the specific region by;
- Conducting audits and inspections of Health and Safety management across the region.
- Assisting in the delivery of Health and Safety training.
- Supporting the maintenance of a network of regional Health and Safety Managers and Locally Nominated Health and Safety Officers.
- Providing ad hoc advice and guidance on Health and Safety matters to managers and staff at all levels.
- Conducting investigations of accidents, incidents and near misses within the region, providing concise reports and recommendations.
- Assisting with wider H&S needs such as, but not limited to, supporting committees, liaison with Trade Unions, managing essential communications, ensuring compliance with H&S legislation.
You must be willing to undertake continuous professional development in the Health and Safety profession and maintain professional memberships.
Person specification
Duties will include:
- Assisting in developing and maintaining a positive professional relationship with senior managers in the Border Force Region or Headquarters.
- Assisting in the review and analysis of Management Information on Health and Safety issues, identifying trends and causes, recommending action where appropriate, and managing delivery or completion of action plans.
- Contributing to the development of Border Force Health and Safety procedures, guidance, and policies while addressing the risk profile within the Border Force Region and Headquarters.
- Conducting audits and inspections of Health and Safety management across the region.
- Assisting in the delivery of Health and Safety training.
- Supporting the maintenance of a network of regional Health and Safety Managers and Locally Nominated Health and Safety Officers.

Essential criteria

Desirable criteria
- Experience in an operational Border Force, Law Enforcement or Military equivalent role.
- Accident investigation and/or audit qualifications.
- Certificate in Education and training to level 3 or above.
- Personal Safety Training level 2.

The sift will be held on the behaviour ‘Making Effective Decisions’ and the statement of suitability (personal statement). The CV will not be scored.
However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.
The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the lead behaviour (Making Effective Decisions) will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their lead behaviour scored and will therefore only receive a sift score for the statement of suitability.

Sift and Interview Dates

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. Appearance
As part of this role you will be required to wear a uniform (which will be provided). Staff must ensure that their uniform is worn correctly, in line with these uniform standards, is kept clean and is well presented. To support this requirement, adequate uniform supplies will be available and issued. Uniformed staff represent their organisation at all times and should ensure that their dress and personal appearance reflects this responsibility.
Tattoos, including henna
A non-offensive visible tattoo is permissible, as long as it is not on the face or on the front or side of the neck (above the collar line). Tattoos behind the ear lobe on the back of the neck are also acceptable within these policy guidelines. You will be required to cover tattoos, when it is seen as appropriate for certain official events, e.g. State Funerals, Opening of Parliament, Remembrance Parades and other Ceremonial events. Under no circumstances should tattoos which could be considered offensive be visible. Leadership and Management Higher Officer Apprenticeship

This apprenticeship offers you a fantastic opportunity to learn and develop your leadership and management skills while operating in a frontline Border Force environment. Following successful completion of the programme you will gain a nationally recognised qualification.
The Leadership and Management Team Leader Level 3 programme provides practical learning on different leadership styles, organisational cultures, team management models and the importance of personal development.
As part of the apprenticeship enrolment process you will undertake an enhanced eligibility assessment with the programme provider. If following this assessment, it emerges you do not meet eligibility, you will receive comparable Leadership and Management training through an in-house offer.
This Leadership training will enable ultimate recognition of excellence in this area and will be a pre-requisite of being able to compete effectively for higher level roles in Border Force and the Home Office.
About the Apprenticeship
You must have GCSE, or equivalent, Grade C or above in Maths and English or are willing to complete level 2 Maths and English functional skills by the end of the apprenticeship.
The Leadership and Management Apprenticeship programme takes approximately 12 – 18 months to complete.
This is a Level 3 apprenticeship equivalent to an A Level qualification.
You will spend approximately 20% of your time undertaking off-the-job learning activities, including face-to-face workshops, digital courses, mentoring and job shadowing.
You will undertake an End-Point Assessment (EPA) at the end of the scheme, which you will need to pass in order to complete your apprenticeship.
There will be a requirement for regular travel to all ports across the Region and local port attendance as well as some travel across the UK and internationally.
