The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy. Contract Management & Partner Delivery Directorate (CMPD) is a Corporate Team within DWP. The role of CMPD is to ensure that our contracted employment and health suppliers deliver the outcomes the customer needs and the service quality DWP can be proud of.

 We play a vital part in shaping the future of contracted employment and health provisions. Current CMPD structures include:

  • Personal Independence Payment (PIP) and Work Capability Assessment (WCA) auditor roles responsible for quality assuring assessment reports written by our assessment suppliers; and
  • PIP and WCA observer roles responsible for quality assuring assessments undertaken by our suppliers.

Through this campaign we are seeking to create a virtual pool of healthcare professionals who will utilise their expertise to identify and help implement improvements across the end-to-end journey as auditor and or observer in respect of PIP or WCA assessments.

The Department needs to secure a mix of knowledge and experience of the PIP and of WCA assessment criteria. Candidates must clearly state within the CV and Personal Statement whether their stated experience as a trained auditor is within either PIP, WCA or both.

Whilst candidates are invited to express a preference for either auditor or observer roles, the Department will discuss with candidates meeting the requirements at interview (in merit order), the roles available, taking into account candidate experience.

Job description

Personal Independence Payment (PIP) and Work Capability Assessment (WCA) Auditor roles include the following Key Requirements:

  • Undertaking clinical audits of PIP and WCA assessment reports produced by the Department’s contracted health suppliers and highlighting areas for rework and more general improvement.
  • PIP and WCA Observer roles include the following Key Requirements:
  • Undertaking regular reviews of assessment delivery by the Department’s contracted health suppliers and effectively communicating information and intelligence back to the DWP and Assessment supplier, to help understand and address any issues.
  • Review and observe internal and the Department’s contracted health suppliers Clinical Governance processes, procedures and standards.
  • Provide support to DWP Front Line Delivery to help improve benefit administration from initial contact, decision making through to appeal.

All roles include the following Key Requirements:

  • Input into the development of Health Professional capability within DWP and its contracted health suppliers to the highest benchmark standards.
  • Leading on elements of strategic and transformative change that impact the team.
  • Identifying opportunities for continuous improvement of operational processes in line with DWP’s strategic objectives.
  • Building and maintaining strong working relationships with a wide range of internal and external stakeholders working across organisational boundaries, including contracted health suppliers.
  • Completing a programme of personal and professional development, to meet professional requirements for revalidation and including adherence to the Clinical Governance and Quality Standards Framework.
  • Provide support and knowledge across other areas as required to help drive quality assessments now and in the future.

These posts may involve some travel and occasional overnight stays.

Person specification

The successful candidates will be able to demonstrate the following:

  •  Lead Criterion – Proven experience as a trained Personal Independence Payment (PIP) or Work Capability Assessment (WCA) Auditor, utilising their robust and up to date knowledge of PIP or WCA assessment criteria (as appropriate) to objectively and accurately critique a range of relevant PIP or WCA assessment reports covering a broad variety of relevant health conditions, providing clear and unambiguous feedback where necessary.
  •  Ability to justify sound clinical judgement in potentially difficult situations using excellent written and/or verbal communication and feedback skills.
  •  Strong interpersonal skills and a collaborative approach to working with a wide range of internal and external stakeholders in order to secure agreement.
  •  The ability to work flexibly and adapt quickly to change, whilst meeting deadlines.
  •  A self-starter who can work independently to get buy-in and agreement to achieve common goals across a wide range of organisations and individuals.

Memberships and Qualifications 

  • Full, unconditional registration with a recognised professional licensing body, for example General Medical Council (GMC), Nursing & Midwifery Council (NMC), the Health and Care Professions Council (HCPC), and a licence to practice.
  • A qualified occupational therapist, nurse, physiotherapist, doctor or paramedic and fully registered with the relevant regulatory body (doctors must have a licence to practice).

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. A reserve list for each role (i.e. WCA auditor/observer and PIP auditor/observer) will be held for a period of 6 months from which further appointments can be made.
