Job description
As a learning designer, you will be responsible for designing and developing engaging, effective, and innovative learning materials for various programmes, courses, and initiatives. You will work closely with subject matter experts, learning providers and other stakeholders to create materials that align with learning objectives, pedagogical principles, and best practices in the field of learning.
Who might be suitable for this role?
You could be an experienced Learning or Instructional Designer, working either for an organisation, developing courses (a mixture of online, blended or in person training) to support building the capability of your staff; or working for a learning supplier, designing bespoke learning for a range of clients to support staff development. You will be particularly suitable if you can demonstrate how youve developed a range of interventions, using different tools to meet the needs of your target audience.
This role will primarily focus on:
- Working collaboratively with key stakeholders and Subject Matter Experts over the whole learning design process – from scoping, to design, and evaluation – to meet the needs of staff at all levels, including the Senior Civil Service.
- Designing and developing a wide range of learning interventions, using various design models and methodologies to create effective and high-quality learning experiences that engage learners and meet project requirements and stakeholder expectations.
- Working with commercial experts, and managing relationships with contracted suppliers, to procure learning provision that meets the departments needs.
- Planning learning campaigns, including writing promotional communication and marketing materials which are exciting and engaging.
- Planning and conducting evaluations to assess the effectiveness of learning interventions and making improvements based on feedback and data.
- Staying up-to-date with emerging trends, technologies, and research in the field of learning design and applying this knowledge to improve the quality and impact of learning interventions.
- Occasionally using authoring tools, multimedia software, and learning management systems to create and publish digital content, such as e-learning modules, videos, interactive simulations, and assessments.
Person specification
Essential criteria:
- Experience of designing entire learning programmes, using a wide and varied range of learning interventions to maximise learner engagement, for a wide range of staff.
- Experience of working closely with Subject Matter Experts throughout the whole design process, including scoping learning needs, learning proposals, design, and evaluation.
- Experience of managing stakeholders, internal, external and at a senior level.
- Proven ability to develop effective evaluation strategies for learning interventions.
- Able to use data and evidence to support recommendations and demonstrate impact.
- Experience using project and programme management tools and strategies to keep projects on track and delivered in a timely manner.
Desirable criteria:
- Experience of designing programmes for senior leaders.
- Experience of e-learning software.
Desirable criteria will only be assessed in the event of a tie break situation to make an informed decision.

Applicants currently holding a permanent post in the Civil Service should note that, if successful, their salary on appointment would be determined by the Departments transfer / promotion policies.
As a member of the DfE, you will be entitled to join the highly competitive Civil Service Pension Scheme, which many experts agree is one of the most generous in the UK, with an average employer contribution of 27%.
You will have 25 days leave, increasing by 1 day every year to a maximum of 30 days after five years service. In addition, all staff receive the Kings Birthday privilege holiday and 8 days bank and public holidays.
We offer flexible working arrangements, such as job sharing, term-time working, flexi-time and compressed hours.
Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances but must be agreed with the line manager and in line with the requirements of the role.
Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Interview
The interview will involve questions on the experience, technical skills and strengths required for the role. You will also need to prepare a 5-minute verbal presentation (no handouts) on a topic that will be shared in your invitation to interview. This will be followed by short, follow-up questions.

Terms and conditions of candidates transferring from ALBs and NDPBs
Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.
Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.
Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
