Job summary

The Pay and Workforce Management (PWM) Operational Expert Team has been setup to take ownership of the complex calculations and payroll overpayments and to support the pay, pay absence and expenses teams with complex policy and payroll queries.

This position is advertised at 37 hours per week

Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross). A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross). There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities – detached duty terms may apply. Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.

Job description

Duties include:
Take ownership of prior year overpayments and overpayments spanning financial years produced after the monthly retrospective pay run; including manual calculations, netting of the overpayment and any subsequent actions to resolve.
Manage the correct progression of pay accounts that have been identified as ‘Negative Net Pay’.
Deal with disputed overpayments, following policies and guidance to agree suitable repayment plans and seeking further documentation and/or legal advice where necessary.
Act as focal point to payroll teams, providing policy advice and support and guidance on complex queries, escalating when required.
Action and calculate any historic/complex pension adjustments upon notification from the Employer Cell and MyCSP.
Assist in the investigation and correction of any problems identified by DBS Finance with Accounting Controls.
Identify gaps in payroll clerk knowledge by managing in-depth FAQs and desk instructions, with an aim to develop clerk knowledge & skill sets. Writing and publishing Information Notices when required.
Support the Project Team and Delivery Partner with the Future Pay & Expenses project. Give technical Payroll Operations input and complete UAT and readiness documents where needed.
Lead on the Automation and Digitisation of Payroll HR forms. Work alongside the Change and Modernisation Team (CMT) and Automation Garage (AG) to design, test and deliver digitised and automated forms to provide a better customer experience.

The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.

Candidates will be required to complete an online Numerical Test.

Candidates that reach the minimum required pass mark will have their results saved as a banked score against the following tests:

When a candidate has a banked score, they’re not asked to re-take the same test providing it is set at the same level. Scores will be banked for a 6-month period from the date of test completion. If a candidate is invited to take the same test against multiple vacancies, the banked score will be recognised against all vacancies and all active applications will progress.

CSJT scores cannot be banked as each test is generated from the behaviours required for a specific role which will vary between recruitment campaigns.
