DESNZ
The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:
- Delivering security of energy supply
- Ensuring properly functioning energy markets
- Encouraging greater energy efficiency
- Seizing the opportunities of net zero to lead the world in new green industries
For 2023, our priorities are:
- Ensure security of energy supply this winter, next winter and in the longer-term bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description
This is an exciting time to work in our HR function. As a new Department, we have an ambitious people agenda and we are looking for a talented HR professional to join our collaborative and high performing team.
The role sits within the HR Programmes and Change team which combines strategic workforce planning, Places for Growth, programme management, HR strategy development and HR finance.
This role offers a fantastic opportunity to work across the department as we embed our new departmental approach to strategic workforce planning. You will join our existing team of three people at the beginning of our workforce planning journey within our new department.
Our work will make a real difference to the future of the department. We are focused on developing the workforce that we need for the future to deliver on our departments mission which has national and international implications.
Key responsibilities:
● Support the implementation, monitoring and evaluation of our departmental strategic workforce plan, as well as developing workforce planning practices across our main professions and largest Government Major Projects
● Build relationships with stakeholders across HR, Finance and Strategy directorates, Heads of Profession support teams, and Government Major Project teams to consult, collaborate, deliver shared priorities, and keep informed of cross-cutting issues
● Identify and assess the gaps between our current workforce and the future workforce needs for optimal performance. This may involve working with complex data and spreadsheets to present evidence-based recommendations. You will need to keep abreast of internal and external trends to identify potential risks and opportunities
● Deliver presentations and draft papers that are tailored to audience needs, including to senior stakeholders, to inform and influence their approaches. You will help develop an approach to increase workforce planning capability across the department
● Create new tools, guidance and templates to drive workforce planning maturity across the department and engage across the Civil Service HR workforce planning network across government to learn from and share good practice.

Skills and experience:
We are looking for someone with experience of workforce planning who has:
Strong communication skills and can demonstrate effective working with senior stakeholders. We are looking for someone who is able to communicate in a way that builds confidence in our approach and gains endorsement for workforce planning activity
Strong analytical skills and is comfortable working with complex data or spreadsheets as required, but also effective in your strategic thinking skills
Experience of building capability in workforce planning in an organisation
Desirable
Holding existing CIPD accreditation is desirable, but if not you should be willing to work towards this once in post and we will support your professional development

This role is a 18 month Loan for Civil Servants or Fixed Term Appointment for External candidates.
Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.
