We offer a hybrid working model that provides flexibility to our colleagues in terms of how they work, as long as it meets the needs of both the individual and the organisation. Whilst some opt to do the majority of their work from home, others opt to blend home and office working to suit their specific needs. Your contractual base will be either Edinburgh or Glasgow. You may be required to visit one of these locations when it is deemed necessary, however this is role dependant.

Registers of Scotland (RoS) manages 21 land, property and other legal registers which are a critical asset for the Scottish economy. About this Role:

The purpose of the role is to review RoS’ current pay frameworks, in particular to review the requirement for a standalone technical pay framework. The role holder will research, and benchmark, public and private sector comparator pay frameworks, presenting and costing options and implementing preferred option(s).

Job description

Main duties:
Research alternative pay frameworks.
Benchmark with counterparts in Scottish Government and wider Civil Service
Review the suitability of the DDAT pay framework as a technical pay framework.
Prepare options papers with proposals for changes to pay frameworks.
Prepare business (financial) case for preferred option.
Work closely with stakeholders and business leaders to project plan implementation of solutions, including HR and Digital colleagues (on people implications) and mapping of roles to new frameworks.

Essential criteria – Your Skills and Attributes for Success

Technical / Experience
•Member of CIPD
•Knowledge of DDAT and / or other technical pay frameworks.
•Experience of assessing pay framework requirements, benchmarking options, proposing solutions, preparing business/ investment cases and implementation of new frameworks.
•Proficiency in MS Excel data analysis and data visualisation.

Collaborating & Partnering
•Skilled at engaging, building, and influencing relationships with a broad range of stakeholders up and across the organisation.
•Pro-active and collaborative.
•Excellent verbal and written communication skills including data visualisation capability.

Changing & Improving
•Skilled at change and project management.
•Able to change and improve pay frameworks.
•Able to manage complexity and articulate risks, dependencies, and critical decision points.

Alongside your salary of £44,470, Registers of Scotland contributes
£12,006 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Assessment
Candidates will be assessed against the essential criteria for the role and competencies as stated above. We will invite suitable candidates to an assessment centre week commencing 4th December 2023, though this is subject to confirmation.

Assessments are likely to include a Competency-based interview and a further exercise, details of which will be shared with candidates who successfully make it through the sift stage. We will be assessing candidates remotely via MS Teams, (though we may invite you attend assessment at one of our office locations with prior agreement). Assessments and appointments are made in line with the Civil Service Recruitment Principles, in strict merit order.
