Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform. The award winning Commercial Capability Team was formed in 2014/15 to bolster departments in improving their commercial capability. We attract, retain, develop and reward commercial specialists employed by the Government Commercial Organisation, to ensure we appeal to the best in the commercial sector to come and join us. The GCO recruitment team offers a centralised recruitment service for departments to fill commercial vacancies starting from Commercial Lead progressing up to Senior Commercial Specialists. Over the last 5 years the GCO Recruitment Team has successfully filled over 1500 senior commercial roles across central government departments. Our results speak for themselves, but we also strive to continually improve our recruitment service, both for our hiring managers, and our candidates.

Job description

We are looking for a talented, hard-working and committed individual with a passion for delivering results to join the GCO recruitment team. You will be working closely with senior leaders across central government and the wider Public Sector as well as highly experienced candidates and external partners. The Recruitment Account Manager will be responsible for project-managing and delivering recruitment campaigns, supporting and influencing senior stakeholders in departments, providing expert advice and guidance and sourcing a strong network of potential candidates, proactively building talent pools with commercial expertise. You will be delivering not only a successful and compliant but also, high quality service. To be successful you must be able to operate in a highly complex and occasionally ambiguous environment and have the confidence to provide clear guidance and exceptional service at all times. You will have a strong, experienced, and supportive team around you but will be expected to operate self-sufficiently on the majority of your campaigns. 

The Cabinet Office current approach is that teams should be in the office an average of 40 – 60% of their working time. However we know that there is no ‘one size fits all’, and there will be an element of flex based on the nature of work, as well as the collaboration and connectivity that teams and staff need. Within Commercial Capability the current expectation is that our teams are in two to three days a week (based on full time work pattern) and our team collaboration day (on which most people are expected to be in the office) is a Wednesday, though of course there are exceptions to this where adjustments are required. 

The successful candidate will be responsible for the following aspects of our service within their customer portfolio:

  • Working closely with colleagues across GCO People Services teams to ensure a joined up candidate and hiring manager experience across our teams.
  • Build an in-depth understanding of your customer base and maintain stakeholder relationships to support you in capturing and managing future demand.
  • Developing candidate attraction strategies using industry best practice and creative solutions. Using these methodologies to proactively build a strong network and diverse talent pool of commercial candidates.
  • Project managing recruitment campaigns from commencement through to offer acceptance, acting as the single point of contact for hiring managers and candidates throughout the campaign.
  • Managing offer negotiations.
  • Facilitating selection decisions and ensuring campaign compliance.
  • Evaluating processes and identifying areas for continuous improvement.
  • Supporting delivery of ad-hoc recruitment projects such as employee value proposition refresh, reviewing frameworks for partnering with external organisations and reviews of the candidate and hiring manager journeys.

  • Exceptional organisational skills with the ability to balance multiple priorities / projects, ensuring that important customers and stakeholders are kept informed at all times.

  • Evidenced problem solving skills and the ability to respond to changing customer demands with agility.
  • In depth recruitment expertise across the recruitment life-cycle but in particular, experience of developing candidate attraction strategies.
  • Ability to work with others to identify and deliver improvements to a service.
  • Horizon scanning, exploring trends and best practice in the wider labour market and across sectors to drive better business outcomes.
