Job summary
The Post holder will be the focal point for Other Top Level Budget areas [TLBs] outside of NC on Naval Workforce Requirement [WR] changes, and act as the nominated RN Establishment Advisor/WR Change Manager [WCM] for Other TLB, to enable appropriate internal and external authorities in developing Establishment Organisations (EOs) to meet the employers demands whilst providing a deliverable and sustainable workforce requirement, by tracking RN WR totals across the TLBs and the Defence Planning totals. The successful applicant will also assist the Line Manager [PPO WCM C2] to manage the data input of all approved change proposals to JPA Naval Establishment Organisations (EO) including Sea, Shore, LFS and RM, for Peace and Crisis, having first checked the details provided for completeness and acceptability in terms of total WR, structural impact, person availability and funding.
This position is advertised at 37 hours per week.
Job description
1. Ensure all changes to Other TLB Establishment Organisations are appropriately checked for accuracy and reflect the employers management and budgetary wishes while considering any essential protection needed for overall numbers, WF/Branch structures, conditions of service and force generation. Authorising ECRs in SLIM data system involving RN WR in Air TLB [and vice versa] as necessary.
2. Assist PPO WCM in tracking all RN WR adjustments across all Other TLBs against the RN WRPB as advised by Fin Mil Cap, following ABC release. Tracking all Manpower Options approved under ABC and ensuring all Other TLBs raise change requests to create/delete RN WR as necessary.
3. Proactively engage with Branch and Career Managers and external customers, to provide specialist advice on Navy Command TLB establishment issues to quickly achieve success.
4. Assist in allocating and monitoring the work of JPA Data Input & Assurance E1s, ensuring SMART Objectives are set and Team objectives are met, to enable Business area to achieve their own change objectives.
5. Act as a whole force team member across the WCM team, and as a shared resource across the Workforce Planning & Talent SWP area, assisting with any emergent projects requiring JPA changes.

A proven relationship builder & good communicator.
Desirable: Understanding of Military Workforce and the Ministry of Defence & Knowledge of ORACLE/JPA / SLIM & SCIO
