DWP is looking to fill vacancies in the HR Partnering Directorate, a part of the People and Capability Group. These support roles are key roles and we are looking for people who will help us deliver high quality HR Business Partnering (HRBP) support. Roles will be primarily in the relevant geographical network and supporting Work and Health Services. There are 7 geographical networks, London & South East, South West, Wales, Central England, North West England, North East England and Scotland. 

There are 4 roles available with 1 role based in each of the following geographical networks:  

  1. London and South-East England  
  2. South West England  
  3. North East England   
  4. Scotland

Job description

You will work with the National Network Lead and team across a geographical area for DWP operations. Providing support to the relevant Universal Credit (UC) HR team, partnering the Area Director and senior leaders across UC Operations. You will support the network and the UC operations HR team on a variety of HR related topics.

Roles and Responsibilities: 

  • Daily vacancy matching activity for colleagues in priority groups using national data. Working with vacancy holders, colleagues and line managers. 
  • Maintaining a record of all matching/selection decisions made as an auditable record.  
  • Producing and presenting data on priority move requests into/within the Network while escalating concerns and risks.  
  • Proactively engaging with HRBPs, Resource Account Managers, and business areas, to ensure that priority moves are managed in line with policy and procedures.   
  • Promotion and education of line managers and HRBPs regarding the role of the Network to facilitate Equality Act Moves and where necessary, coaching HRBPs and business areas to ensure that all DWP businesses comply with policy and procedures.  
  • Developing an understanding of the businesses, workforce, and workforce management issues affecting the Network regions, and identify solutions to resolve. Including cross cutting DWP activity in the areas of Workplace Transformation, Employee and Customer Experience, Workforce management, talent with the opportunity to tailor the agenda to suit local circumstances, and address local cross cutting issues. 
  • Taking responsibility for delivery of any commissions from the DWP Network, and any other activities required by Lead HRBP.  
  • Driving consistency and share best practice across national HR networks, working closely with the network community. 
  • Being flexible and willing to adapt to changing circumstances, providing HRBP support across all groups when required.  
  • Understanding the business context through demonstrating interest and curiosity and using this to shape potential solutions/options and implementation. 
  • Supporting and taking accountability for working at pace on a range of people-related themes to identify and implement joined up solutions. (examples: talent, inclusion, capability etc) 
  • Regularly updating team and stakeholders on current issues, what’s coming up and ensure alignment and a connection to the bigger picture. 
  • Where necessary support in facilitating upskilling sessions with team and/or business leaders. 
  • Providing HRBP representation as required at meetings. 
  • Ability to work flexibly across boundaries as and when required.

Regular travel is a feature and required across the network area and nationally, occasionally overnight stays will be required.

Person specification

Essential Criteria:

  • Ability to lead and quickly build effective, influential, trust-based relationships with a range of stakeholders. Constructively able to challenge and provide appropriate feedback. 
  • Strong organisational skills with the ability, resilience and flexibility to work at pace, demonstrating personal leadership and working with others to deliver against multiple priorities. Experience of managing conflicting demands and responding flexibly to changing priorities across the team, striving to ensure the team pulls together to achieve. 
  • Excellent verbal and written communication skills with experience in engaging professionally and confidently with stakeholders at all levels, with a strong ability to persuade and influence others.
  • An understanding of HR policies and procedures around workforce management and recruitment. 
  • Experience of managing, maintaining and using spreadsheets, data and metrics to ensure data is available, accessible and supports decision making. An ability to locate, understand, analyse and interpret data.  
  • Administrative and planning experience and the ability to confidently use IT, e.g. Outlook, OneNote and PowerPoint, Excel, Share point. Be willing to embrace new technology.
  • Ability to link people activities and interventions to a business outcome. 
  • Have a willingness to work towards a CIPD qualification.

Hybrid Working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home.  This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Should a large number of applications be received, an initial sift may be conducted using the lead question (Q1). Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.

Interview:

The interview will take place via Microsoft Teams and will last approximately 40 to 45 minutes.

You will be asked a mixture of Behaviour and Strength questions. A blended interview aims to be more of a conversation at interview, offering a more inclusive approach. The Behaviour and Strength based questioning explores what the candidate can and has done, but also their potential.    

To help you prepare and settle into the interview you will be sent the behaviour questions in advance of the interview, 5 days prior to your interview. These questions should be treated as confidential. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions, and those about your experience strengths. Candidates will be asked further probing questions to determine suitability for the role.
