Background
The Office for Nuclear Regulation is the UKs independent nuclear regulator, with the legal authority to regulate nuclear safety, security and conventional health and safety at 36 licensed nuclear sites in Great Britain (GB). This includes the existing fleet of operating reactors, fuel cycle facilities, waste management and decommissioning sites, as well as licensed defence sites, together with the regulation of the design and construction of new nuclear facilities.
ONR also regulates the transport of nuclear and radioactive materials by road, rail and
inland waterways, and as of January 2021 operates the UKs State System of Accountancy for and Control of Nuclear Materials (SSAC) and a domestic safeguards regime.
As part of its 2025 strategy ONR is committed to being a modern and transparent regulator, delivering trusted outcomes and value. We are making substantial investments in new digital technologies and skills to enhance our regulatory processes and management of information.
Job Purpose
As the BI/App Manager, you will provide essential Business Intelligence development support for the wider Business Intelligence (BI) and Power App Development functions. This is an exciting role in a newly formed team part of the IT department and is essential to ensure that we are able to meet the needs of the business going forward. BI function is made up of BI development, BI Change, BI Delivery, and an Admin & Support team. This role will lead the BI & AppDev teams.
Role holders take the lead on development of our backend BI platforms including but not limited to Azure, SQL, Power BI Models/datasets, Power automate, PowerApps, etc. Develop the technical data architecture and end to end processes to support the robust BI development and delivery. The role is mixture of lead and hands-on responsibilities.
This will involve designing, building, testing, supporting, and evolving the central data platform, ensuring it receives data from multiple ONR system and appropriate system sources, structures the data correctly and efficiently, enables creation/publication of reports into the Cloud and Power BI dashboards to providing analytics and insight.
The Role holder will own the technical BI architecture and support the Head of Data & Analytics in the creation of the architecture vision and ensure that this vision aligns to and facilitates the delivery of the BI Strategy, deploying all necessary tools and techniques accordingly, as well as identifying and articulating technology led transformation opportunities. They will lead BI delivery, work with BI Change and projects (PMO) and the business to take an early view of how they can identify and implement the best solutions to deliver business change and achieve BI objectives.
These activities will be relevant to the ITs modernisation plans, the wider technology transformation delivery roadmap, BI Strategy and the day-to-day technical sustainment work needed to maintain the estate.

Principal responsibilities
BI/Apps manager to play a key part in their transformation for a streamlined, insight empowered organisation that is embracing data and low-code technologies. Role holder will be expected to apply a range of techniques in the development, delivery and on-going management of data services and solutions that either offers actionable insights or solve complex business data related issues.
Key operational responsibilities
- Owning the evolution, improvement and support of the Azure data platform that supports business intelligence across our business (particularly our Strategic Data assets and LOB applications)
- Support Head of Data by providing technical leadership and guidance, creating a DataOps culture and implementing BI best practices.
- Application of a range of techniques in the development, delivery and on-going management of BI analytics services and solutions that either offers actionable insights or solve complex business issues though analysis, advanced visualisation, data warehousing, and business intelligence, predictive analytics, and machine learning, etc
- Prioritise and manage multiple data focused projects through delivery with a high degree of accuracy and on time completion.
- Provide advice and suggesting courses of action, provide coaching, mentoring and support to your team and other BI/AppDev/IT colleagues/peers.
- Lead the evaluation, implementation and deployment of emerging tools and process for data engineering in order to improve productivity as a team
- Lead and manage a team of developers (BI/Power Apps) to deliver high-quality data-driven insights and solutions.
- Communicate and collaborate across the ONR
- Career Development Manager (CDM) for others, ensuring they fulfil their job requirements and are encouraged to develop their skills when opportunities arise.

- The successful candidate must hold or can achieve and retain National Security Vetting clearance at SC level.
Location / Travel
This post may be undertaken from a base at any one of ONRs office locations (Bootle, Cheltenham, or London), however, there will be an expectation to attend the Bootle office on a regular basis.

Essential job-related expertise/experience and skills
- Development experience in all or most of the following: Azure SQL, Azure Data Lake, Azure Data Factory, Power Apps (desirable)
- Experience in successfully developing, delivering, and managing a resilient and scalable data or a BI platform service
- Experience of delivering business wide digital project resourcing, delivery and maintenance as where cyber security and business continuity are critical components
- Experience in engaging with Technical and non-technical stakeholders to develop data driven solutions that meets their needs and maximise the use of data.
- Solid understanding of ETL/Data warehousing/BI from both a development, design, consultancy background with experiencing operating across full project development life cycle
- Proven ability to communicate with a range of stakeholders; with previous experience of being able to work in a collaborative way
- Strong quality service provision focus, with proven ability to change and improve existing processes
- Demonstrable experience of leading and managing others to the benefit of the individuals and the business
- Experience in working with CI/CD, DevOps approaches and a passion for automation.
- Experience of working closely with a variety of stakeholders across organisational levels and business lines/units
Desirable skills and experience
- Experience of Version Controls systems (Git and GitLab CI).
- Knowledge of AI/ML models
- Power Apps/Automate
