Job summary
As Scotlands only prosecution service COPFS is a high-profile, prestigious organisation, which elevates the pride our staff have in their work. We are currently recruiting for an experienced leader within Digital Services with a strong technical understanding to join our Senior Leadership Team.
You will be responsible for supervising and managing the activity of both internal and external software teams using your proven professional experience and technical understanding to drive projects forward. A key part of this role is your involvement in the Information Service Divisions (ISD) Senior Leadership team, which consists of highly experienced and technically skilled leaders with a strong understanding of the strategic aims of COPFS.
While this role requires effective leadership and management you should also have proficient technical understanding to oversee progress and have a track-record of contributing to designing, building and implementing enterprise digital application services. You will be expected to deliver advanced technical insight to ensure delivery of COPFS goals. You will also contribute ideas to develop ways of working as part of ISDs drive for continuous improvement and innovation.

Job description
General Responsibilities and duties
- Internal and external stakeholder engagement and leadership
- Supervise and manage internal software team and external contractors
- Ensure delivery of digital applications and information systems
- Establishing development standards and process
- Ensure adherence of department to policy rules and guidance as well as incident and change management processes
- Be a key member of the Senior Leadership team overseeing the strategic planning and delivery
Role Specific Responsibilities and duties
- Provide strategic direction and supervision of all software development – to design, build, implement and support a diverse portfolio of case management and corporate digital applications and information management systems.
- Work collaboratively with other heads of department to create and deliver COPFS digital applications and web solutions.
- In conjunction with others coordinate and manage all aspects of software development effort to deliver ISDs Portfolio priorities and to contribute to solutions analysis and planning.

Suitability for the role
This opportunity will suit candidates with a background in software development, who have the ability to lead technical teams through a programme of Digital Transformation. You should have a sound understanding of software development in a highly regulated environment with exposure to sensitive data and delivering software security compliance assessment tools and methodologies such as OWASP, NCSC, Threat modelling and vulnerability management. The ideal candidate may have experience working in the public sector and have the ability to work with and manage 3rd party suppliers.
Essential Criteria
- Demonstrable experience in successfully leading and managing teams of technical IT specialists, suppliers and partners
- An understanding of how to drive projects and departments from a strategic leadership and project management standpoint
- Strong technical understanding of current software application development techniques (e.g. Angular.js, Vue.js, Spring MVC / Spring REST / Spring JPA, .Net Core Web API, .Net Core REST, .Net Entity Framework, Swift, Objective C, OData, , , Team City, Maven.)
- Knowledge of cloud-native architecture-based applications (AWS, Azure, GCP, etc.)
- Understanding of development standards and processes such as continuous Integration/Continuous Delivery (CI/CD) practices and tools.
- An understanding of the application of Agile or other appropriate software development management methodologies
