Job summary
The U.K. Intellectual Property Office (IPO) is the government agency responsible for patents, designs, trademarks and copyright. The Rights Policy and Enforcement Directorate supports holders of all IP rights by engaging with law enforcement agencies to assist in the enforcement of those rights.
The IPO Intelligence and Law Enforcement Team is a key part of this, with nationally trained and accredited staff working to provide intelligence on criminal IP infringement to law enforcement agencies.
The successful candidate will work in partnership with our current Lead Intelligence Analyst and will have responsibility for a team of intelligence analysts. The post holder will oversee;
- Delivery of strategic intelligence assessments in support of the IPO Counter Infringement Strategy
- Delivery of tactical and operational intelligence-led insight focused on serious and organised IP-related crime.
The Lead Intelligence Analyst roles have been created as part of planned wider changes within the directorate. These roles play a key part in shaping the future of the Intelligence and Law Enforcement Team and the wider directorate, contributing to the development of new tools and techniques, identifying new sources of intelligence and information, collaborating with partners across law enforcement to tackle IP related serious and organised crime, developing intelligence staff to meet national standards and building a responsive, outcome-based performance framework for the directorates enforcement strategy.
Working location
This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport office.
We recognise that this is a hard to fill role which may not require attendance more than once a month, so in exceptional circumstances a homeworking contract may be available. We would encourage candidates to discuss with the recruiting manager through this process. Should you be eligible for homeworking, travel will be paid for if there is a business requirement to attend the office.
Job description
- The production of a regular strategic assessment and supporting programme of strategic analytical products
- The production of a regular tactical assessment, supporting programme of tactical products and provision of support to ongoing intelligence development operations.
- Manage the commissioning of all strategic or tactical intelligence insight in support of the IPO Counter Infringement Strategy.
- Provide quality assurance of the IPOs intelligence products against national standards such as those laid out by the College of Policing and the Cabinet Office Professional Head of Intelligence Analysis (PHIA).
- Ensure the IPOs intelligence analysis products are informed, robust and evidence based, and are contributing to the delivery of the directorates strategy.
- Engage with key stakeholders across the IPO and with external partners to consult on the commissioning of (and feedback on) collaborative analytical products.
- Coordinate collaboration on intelligence analysis products within the IPO and with partners in law enforcement and industry to improve the understanding of IP crime and infringement.
- On behalf of the IPO, manage strategic and tactical intelligence analysis matters across the wider serious and organised crime enforcement landscape, including contributing to strategic analysis, providing analytical support to the tasking and coordination process, and supporting investigations.
- Contribute to the development of (and then maintain) a responsive, outcomes-based performance framework to monitor the effectiveness of the IPOs enforcement activities, and the outcome of intelligence development operations.
- Build connections within the national intelligence analysis community, contributing to the development of national standards and new analytical tools and techniques.
- Contribute to the development of information and intelligence (including sensitive intelligence) management processes (including policy and systems) to ensure that data is managed effectively and within legal frameworks.
- Maintain awareness of innovation within intelligence analysis to ensure the IPO is using the latest techniques, tactics, and best practice.
- Provide analytical advice, guidance, and support to the enforcement team, and build a co-operative, problem solving approach across the directorate.
- As a senior manager within the Intelligence Hub, collaborate on the overall effective running of the Hub, supporting the Head of Intelligence Analysis and other leaders across the directorate.

Successful candidates must pass a disclosure and barring security check and if successful you must also hold, or be willing to obtain, a higher Security Clearance.
For meaningful checks to be carried out individuals will need to have lived in the UK for a sufficient period of time, depending on the level of clearance, to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. For this role the successful individual will need to have consistently lived in the UK for a minimum 5 years in order to meet the relevant security clearance.
