Job summary

The MOD requires an experienced counter fraud & corruption professional to provide professional functional leadership across the department working with partners including Defence Policing, the Public Sector Fraud authority and other parts of government and law enforcement.

The role includes leading and developing operational work to a best practice standard within its central counter fraud capability, Fraud Defence, which is the central counter-fraud function for the MOD. Responsibilities include leading the Counter Fraud Operations portfolio made up of the Defence Confidential Hotline and intelligence team and Fraud Investigation team. Operations works closely with a wide range of diverse stakeholders across MOD, UK government, and the defence industry both within the UK and internationally.

Collaboration is at the heart of how Fraud Defence works and relationship building is a key aspect of the role. The teams’ work can be high profile, demanding and requires a highly motivated and talented individual to support the continuous development of MOD’s response to fraud and corruption.

The responsibilities of the role provide an excellent insight into the workings of the MOD as a department of state and the position will provide the successful candidate with excellent experiences across a range of SCS Competencies and therefore provide a good springboard for promotion.

This position is advertised at 36/37 hours per week Tacos dependent.

Job description

Working to the SCS Head of Fraud Defence, you will have responsibility for:

  • Delivering corporate senior leadership responsibilities and supporting the Head of Fraud Defence on counter-fraud and corruption projects and initiatives.
  • Reporting to senior level Boards and providing briefings where appropriate.
  • Providing professional and strategic direction for the MOD’s response to department wide Counter Fraud and policing issues and performance.
  • Driving continuous improvement in counter fraud operational standards.
  • Providing professional expertise and guidance on complex or novel investigational issues.
  • Holding responsibility for the Duty of Care of whistleblower case management, triage and the provision of related metrics.
  • Enhancing the response to allegations of fraud, corruption and related unethical practice in Defence through the management of the Operational Intelligence and Fraud defence Investigations team.
  • Manage the operational aspect of the Fraud Defence budget.
  • Oversee and manage the operational utility of the Departments Strategic Partner Contract to deliver high quality and value for money outputs.
  • Oversee operational development and delivery of the Counter Fraud Strategy and Action Plan; and,
  • Drive and develop the operational aspect of the Counter Fraud Profession in the role of Deputy Head of Profession – Operations both internally with MOD and as part of the Government Counter Fraud Profession.

Person specification

The role is high profile. The professional demands of the role will need you to have substantial subject matter knowledge and experience, combined with management and organisational skills in a relevant counter fraud & corruption and/or ethics and integrity role. 

It is highly desirable that you have qualifications, experience and skills in a relevant professional discipline such as a qualified accountant with substantial forensic experience, law, audit or as specialist counter fraud professional. with substantial operational and subject matter experience.  

 You can be based in London, RAF Wyton, Corsham or Abbeywood Bristol but operating across the UK and occasionally overseas when required.

In addition to the qualifications, experience and skills in the person specification, we are looking for candidates to evidence:

  • Deep and extensive knowledge and experience of fraud, corruption, whistleblower and ethics investigations in a policing, corporate or government environment.
  • Proved experience of building and maintaining strong stakeholder relationships and networks.
  • Professional confidence in working and leading complex matters at pace.
  • Excellent written and oral communications including providing advice to very senior leaders (Board/Ministerial level) on major, complex and nuanced issues.
  • Comfort and agility in developing innovative solutions to novel challenges, and
  • Be an inclusive leader, embracing challenge and diversity of thought necessary to achieve the best outcomes for MOD.
  • Proven track record of delivering at pace against a multi-track strategic action plan.
