This position is advertised at 37 hours per week and based at MOD Main Building, London. Flexible working is available, but the role holder will be expected to spend approximately 60% of their time at their main work location due to a combination of information security requirements, effective team building and partner engagement.

The post as DI Global Defence Network (GDN) SHEA will require UK travel to partner sites, and overseas travel to visit Defence Attache and Loan Service locations. Overseas visits will require extended overnight stays dependent upon location and tasking.

This job role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (the permanent duty station, Main Building, London, which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this). If you are successful, this will be discussed with you prior to taking up your post.

Job description

You will:

Be the GDN Safety, Health & Environment Adviser and CC&S Focal point. Provide Director GDN and their senior leadership team advice and guidance on HS&EP and CC&S matters to help ensure best practice is carried across the GDN.

Be responsible to Dir GDN for providing a quality HS&EP and CC&S service including as providing subject matter expert advice and guidance, highlight and manage H&S issues and report HS&EP and CC&S up the GDN chain of command and to DI Bus Ops SHEP / DI Risk Manager. DI Bus Ops SHEP is the DI senior Safety Health and Environment Practitioner, CC&S focal point and will be GDN SHEA functional safety manager.

Be responsible for the application of CDI Organisation and Arrangements (O&A) and DI Safety, Health and Environmental Management System (SHEMS) and CC&S Action Plan into Dir GDN O&A and GDN SHEMS / procedures, providing assurance of implementation and adherence across all staffs, global locations and to work closely with the DALS team and the director to manage and mitigate areas of risk.

Maintain an assurance programme including site visits as required including fact finding / advisory / audit visits across the GDN. GDN SHEA will be proactive in working with customers including Other Government Departments (OGD) to drive and deliver HS&EP and CC&S improvements across the GDN.

Have responsibility for implementing DURALS Accident / Incident / Near Miss and investigation system across GDN. You will be the POC for all GDN incidents that require a H&S response.

React to and carry out trend analysis, investigations into occurrences / as appropriate / mandated in Legislation or Defence regulations / procedures.

Report GDN HS&EP and CC&S performance and compliance, achievements and issues to Dir GDN and DI Bus Ops SHEP for Comd UKSC, DI SLT and Management Board, etc. reports.

Provide briefs as required and work with DI Bus Ops SHEP and DI risk manager reporting into the HLB risk and processes as appropriate.

Provide support to DI Bus Ops SHEP as DI business demand requires.

Person specification

A detailed understanding of UK Defence and Defence engagement experience is desirable.

Be an experienced and competent Health and Safety professional used to working in fast paced environments to tight deadlines.

Responsibilities

  • Manage and co-ordinate the GDN O&A, SHEMS, CC&S and other policies relevant to health and safety good practice for the GDN. Implement Safety Alerts and Notices.
  • Daily management of and supervision, reporting, auditing, advice and guidance of HS&EP and CC&S issues across GDN including liaison with OGD and proactively providing SME advice to DAs and Loan Service staff, ensuring clear understanding of procedures and requirements.
  • Site visits where required including overseas travel and multi night stays.
  • Trend analysis and assurance and reporting work including briefs as required.

Essential

  • NVQ Level 3 Health and Safety Management  
  • Relevant H&S experience as a H&S advisor.
  • Confident and competent in using I.T., writing and delivering reports and briefings senior leaders.
  • UK Passport.

Desirable experience

  • NVQ Level 6 Diploma Health and Safety / Safety Topic.
  • NVQ Level 3 Environment Management.
  • NVQ Level 6 Environmental Management.
  • NVQ Level 3 auditing qualification.
  • The successful candidate will be required to undertake Level 3 environment management and H&S audit training and achieve qualifications within 12 months of taking up post if unqualified.
  • Full UK Driving Licence as some sites are remote with a lack of Public Transport.
