As part of this transformation, in 2021 HMCTS published its Data Strategy, setting out its ambitions to become a truly data-driven organisation. The Finance, Governance and Performance (FGP) directorate supports this strategy by enabling senior leaders to make strategic, data driven business decisions.  

The Data, Analysis & Insight team is based in FGP and plays a key role in delivering the Data Strategy, and in supporting HMCTS’s overall service provision. We provide HMCTS, the MoJ and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions. To support this, we have built a new cloud-based strategic data platform and have transitioned to using Power BI and R for the delivery of data and analysis.  

HMCTS collects or holds data from many sources, and HMCTS wants others to use it.  Society needs a better understanding of the people who use the justice system and the outcomes they experience.  It is also important to better understand the efficiencies and effectiveness of the justice system itself.  But there are many complexities and challenges to overcome. There are risks to privacy for victims, witnesses, complainants, and defendants. We need governance mechanisms to make data available on an open basis, or on a shared basis with appropriate controls.

Purpose of the role

This role sits within the Data Access Services Team within Data, Analysis & insight. The team is responsible for ensuring that Data Access from third parties, and Other Government Departments is proportionate, safe and legal. The team manages external Management Information Publications from HMCTS, FOI, Data Sharing and Access requests, and supports two panels (the Senior Data Governance Panel, and the Data Access Panel). The team works closes with services leads in HMCTS, and colleagues in MoJ. 

The role will focus on providing direct support to our HMCTS Data Access Panel and our Senior Data Governance Panel (SDGP), referring to them all proposals relating to making data Open or accessible, preparing agendas, coordinating their work, and sharing their advice.  The role must work closely with policy colleagues to build the administrative framework for better open and accessible HMCTS data.

Key responsibilities

Sharing secretariat responsibility to with Ministry of Justice and Judicial Office for the Senior Data Governance Panel (SDGP). This will include:

•    Playing a lead role in the organisation of meetings, including referral of papers, advice to the co-chairs and to key stakeholders. It will also include timely correspondence for the Panel, and preparation of minutes
•    Review of the operation of the Panel in line with the Terms of Reference
•    Proactive communications about the Panel, to raise its profile internally and externally

Leading secretariat responsibility for the Data Access Panel within HMCTS

•    Lead the organisation of meetings, including review and referral of research requests to the panel, advice to the panel members and liaison with the Information Asset Owners 
•    Timely correspondence for the Panel, and preparation of minutes
•    Annual review of the operation of the Panel in line with the Terms of Reference
•    Proactive communications about the Panel, to raise its profile internally and externally

Leading HMCTS activity for Data Access and analytical data sharing requests

•    Ensuring clear guidelines exist for how requests are managed, that comply with the law, and are safe, reasonable, and proportionate
•    Ensuring these guidelines are followed by staff inside the team, and outside the team
•    Working closely with the HMCTS Deputy Senior Information Risk Owner and team to ensure that data sharing risks are understood and mitigated
•    Supporting the external communications and presence on the HMCTS website that explains and supports external Data Access by third parties

Line Management of two members of staff

•    Following departmental guidance on effective line management of staff, and ensuring a positive and rewarding working environment 
•    Ensuring that you coach and support their development 
•    Following local practices within the unit (for leave, communications, training etc)

Essential skills and experience

•    Data sharing and data governance. Experience of working on and implementing data sharing arrangements, governance policies and frameworks in a complex organisation. This includes experience and working knowledge of the various legal frameworks that enable data access, not limited to but including FOIA, Re-use of Public Sector Information Act, Digital Economy Act, Public Records Act, GDPR. 
•    Secretariat function. Experience of providing secretariat support to senior groups. 
•    Strong stakeholder management skills: Excellent interpersonal skills and ability to build and maintain strong working relationships with partners and stakeholders, including the ability to work across boundaries to influence and gain confidence of senior project delivery leaders and sponsors
•    Communication. Excellent oral and written communication skills are essential with the ability to adapt style and tone for different audiences. You will need to engage confidently and effectively with senior officials both internally and externally across government to explain complex issues in readily understandable way. 
•    Excellent leadership skills: Experience of building and leading a team, including building capability in project and portfolio management functions. Experience in leading multidisciplinary teams in a matrix environment. 
•    Project Management: Experience of working in a fast-paced and complex change portfolio, programme and/or project environment. 
•    Analytical Skills and Insight: The ability to analyse data and present qualitative and quantitative information in a concise and meaningful way through working alongside programmes and other portfolio functions. 
•    Delivering at Pace and in ambiguity: Ability to work to tight timescales and adapt to changing circumstances, managing competing priorities and ensuring delivery of quality products. 

Desirable Criteria: 

•    Awareness of the National Data Strategy and of the Openness and Transparency policies of Government and the legislation that underpins these. 
•    Experience of working within a Data Access environment.
•    Experience of working with judicial procedures and with experts in justice information is an advantage.

Hybrid working

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.

Most employees within the directorate will be working a hybrid pattern, spending 2-3 days a week in an office, on average.

Location of Post:

The successful candidate/s will be required to travel to London regularly, however base location can be flexible.

In line with the department’s policies, travel, and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.
