About the Group 

The Corporate Centre Group delivers a wide range of corporate services to enable people at HM Treasury and many of the other organisations who form part of the Treasury Group (including the Government Internal Audit Agency and the Debt Management Office) to operate effectively and efficiently. We are a diverse group, both in terms of our professions and in our ways of working. Our colleagues are based across 3 sites in London, Darlington and Norwich.

About the Team 

The HM Treasury People and Capability team delivers a wide range of services and people solutions for the department. The team has HR and diversity and inclusion professionals and also colleagues with a background in Treasury policy work to provide a diverse skills mix. We work closely with senior stakeholders to make sure that our work supports and adds value, and the department has a genuinely collaborative culture. 

We are a friendly, multi-skilled and diverse team. This is a high priority, exciting and fast paced area of work, with ample opportunity to develop a wide range of skills, help embed cultural change in the department, and work closely with a range of stakeholders, including senior leaders, across the department.

About the Job

The People and Capability Data Analyst is a new role reporting into the Head of Data Analysis in the People and Capability (P&C) function. You will be a key part in the success of our People Strategy and implementing our People Analytics Workplan by helping to create an end-to-end understanding of the employee lifecycle through data analysis and visualisation products, improving our data access and and capability as a group through innovative data solutions, and communicating insights to our Permanent Secretaries and other government departments.

You will have the opportunity to own and design dataflows, provide analysis and communicate insights to a wide range of stakeholders with varying understanding of data and levels of seniority. You will be passionate about data, and keen to improve not just your own strong data analysis and visualisation skills but to encourage and nurture other colleagues’ interest in data.  You should be comfortable managing key stakeholder relationships, particular with other key data teams within Corporate Centre and HM Treasury. You will work with colleagues across People and Capability, the wider department – including collaboration with HM Treasury’s data science team – and with professional networks across the Civil Service such as the People Analytics Exchange Group. With many projects in flight, both business critical and BAU, you will need good project management skills and show good organisational skills.

In addition to many in-job opportunities to develop your data communication, data analysis and data science skills, we are committed to learning and development and would provide training and mentorship opportunities for the right candidate. The ideal candidate would also be passionate about diversity, inclusion and belonging, with a good understanding of how to treat sensitive data and presenting information about protected characteristics. You will also be a part of the analyst and coding community in HM Treasury.

Key Accountabilities include:

  • Develop new and continue developing engaging data products that brings together people data in clear visualisations designed in Power BI.
  • Establish and maintain dataflows from a range of data systems and via the Management Information Unit (MIU) through Microsoft Azure, and Microsoft Power tools, particularly Power Query.
  • Analyse data, identify options and be prepared to present and communicate the insights developed through analysis to Senior Civil Servants and senior colleagues.
  • Support and improve data availability through improved data access and self-service opportunities for P&C colleagues, including helping to improve the data capability of colleagues.
  • Assist in the planning, monitoring, and delivery of projects through project management and communication skills, demonstrating the ability to be organised and flexible.
  • A keen interest in developing your own professional and data capabilities

Desirable Criteria: 

  • Experience of working with or in HR to provide and/or improve the collection, analysis and visualisation of people and workforce data.
  • Experience of using (or the desire to learn) data science techniques, for example Python or R.

Eligibility Statement
