Job summary

If you have expertise in risk management this position offers an exciting opportunity to assume a pivotal role in advancing the delivery of the Competition and Markets Authority’s (CMA) Risk Management Framework across the organisation.

As the Risk and Compliance Lead, you will collaborate with colleagues across the CMA to identify and agree mitigations for risks, monitor the effectiveness of agreed controls and provide assurance reports to the Executive, Audit and Risk Assurance Committee and the Board.

You will be responsible for building a positive and effective risk management culture, advocating the benefits of improved risk systems and supporting the development of a “grounds up” risk assurance programme. You will also work with risk leads and contacts throughout the organisation to build capacity on risk management processes, fostering and embedding an environment of shared learning and accountability on risk issues.

More broadly within the Governance team, your role extends to contributing to policy development the team has responsibility for and to the building of an effective compliance programme.

About you

You will have significant experience of leading or working across a risk management function within a large programme, project or organisation. Excellent interpersonal skills, with experience of managing and developing relationships with internal and external stakeholders, including working with senior executives and Board members are equally important, alongside strong communication skills with experience of delivering high quality analysis, writing reports and contributing to policy development. Experience of implementing a compliance programme across a large organisation is also required.

Job description

Key responsibilities:

  • Ensure the effective and efficient operation of the CMA’s Risk Management Framework, across the organisation.
  • Support teams in the assessment and mitigation of risks, including through the provision of guidance and training.
  • Working with the Legal Director provide regular reports to the Executive, Audit Risk and Assurance Committee and the Board on the profile of risks across the CMA and alignment with the organisation’s risk appetite.
  • Support the Board in its annual review of the Risk Management Framework and implement changes as needed.
  • Liaising with risk professionals in other regulators, departments, and public bodies, to share learning and knowledge on risk management and develop our processes and programme.
  • Support the Governance team in monitoring compliance with key policies and implementing a programme to enhance compliance where needed (e.g., development of guidance and training).
  • Developing new policies and updating existing policies as needed.

Selection process details

The selection process will comprise of the sift (CV & application review) and an interview. Arrangements for the interview will be enclosed in the invitation. Interviews will be  conducted either virtually, by Microsoft Teams, or in-person at a CMA office. 

At sift please note all elements of the essential criteria listed under Person Specification (above and in the attached role profile) will be considered.

The sift will take place week commencing 12 September 2023. 

If your application is successful you will be invited to attend an interview. You will be notified via email to log-in to your Civil Service Account and book your interview slot. You will be sent an email with full details of your arrangements for interview.

Interviews will be held between 25 September – 06 October 2023.

The first part of the interview will comprise a presentation details of which will be forwarded in advance of the interview. The second part of the interview will be a 45 minute -1 hour panel interview where you will be asked questions based on the Behaviours, Experience and Technical skills outlined in the role profile.  

If successful you must hold, or be willing to obtain, security clearance to SC level.
