Job summary

This appointment provides access to justice for the people living and working within the territory and contribute to the realisation of human rights awareness. The appointee will manage and lead the Public Solicitor Office and provide legal services to the public. The person will contribute in other ways to the development of human and democratic rights. Where possible, priority must be given to access to justice for poor and vulnerable people.

As the Public Solicitor, you will lead and manage a team that includes a Deputy Public Solicitor, Assistant Public Solicitor, Criminal Defence Solicitor and Civil Solicitor.  The Public Solicitor also appoints and supervises the Island’s Lay Advocates as well as two CILEX trainees employed at the office.  

Job description

Advising on human rights and constitutional issues, you will conduct civil litigation, advise and represent defendants in criminal proceedings, advise on rights of appeal and represent either the appellant or respondent. You should facilitate and encourage mediation and Alternative Dispute Resolution. You will be responsible for proper expenditure and administering the legal aid system, including collecting contributions. You will appoint, train, assist and supervise Lay Advocates as well as manage the Deputy Public Solicitor, Assistant Public Solicitor, Criminal Defence Solicitor and Civil Solicitor.

Person specification

A qualified solicitor (with Higher Rights of Audience) or barrister with substantial experience of civil and criminal work including advocacy, you must hold a full current practising certificate not subject to any conditions or investigation. You must have an Enhanced Vetting Certificate and/or Certificate of Good Standing from a professional body. With the ability to run complicated litigation you have developed, led and managed a practice.

– This advertised role is not within the Civil Service or an accredited Non Departmental Public Body, as such your continuity of service may be affected if you apply and are successful.
– This role does not include a option to apply for a Civil Service Pension as it is outside the Civil Service.

INTERNATIONAL SUPPLEMENT: In addition to the above salary:

Unaccompanied £16,800 per annum,
Couple £19,400 per annum,
Couple plus £23,000 per annum,                                                                          

Travel & Leave:  An entitlement to 30 days leave per annum, inclusive of overseas leave. Fare-paid travel, at economy class, will be paid by the Public Service at the start and end of contract and for midterm leave for the employee, plus dependants (spouse/partner plus up to 3 children if accompanying the post holder).                                                          Plus Relocation allowance, pension contribution, freight allowance.
