Job summary

HMNB Devonport is an exciting place of work for a civil servant and offers a unique opportunity to make a real difference to our customer, the Royal Navy, at the waterfront. As the Logistics Operations Team Leader you will head up a team of 24 civil servants committed to delivering a quality service across a wide range of Logistics functions including Warehousing, Supply Chain and Motor Transport. You will oversee the delivery of Logistics services provided by our Industry Provider Babcock, under the Maritime Support Contract (FMSP) ensuring these obligations are met and satisfy the needs of our customers.

An important part of the job role is keeping a watchful eye on MOD standards and assurance to ensure smooth business continuity. It is a faced paced environment and a busy role which requires you to lean in and work with other teams to progress tasking. No two days are alike; however, it is a rewarding role putting you right at the heart of the activity with the chance to shape and influence positive outcomes for defence. This post is advertised as 37 hours per week and due to the nature of the role requires an on-site presence.

Job description

You will be required:

  1. To articulate the requirement and priority for delivery of supply chain and logistics services contracted within the Devonport FMSP Lot from the Industry Partner to ensure that NBC(D)’s operational priorities are delivered.
  2. To be the Devonport Lead Intelligent Customer (IC) for supply chain and logistics services on behalf of the MoD as the contracting Authority, to retain adequate resources and technical competence, to set the requirements, understand the contract, monitor, measure and assess whether the deliverables and activities of the Industry Provider meet the requirements of the contract.
  3. Assure that the supply chain and logistics services delivered by the Industry Provider are compliant with the Devonport Lot Contract and comply with the requirements of the Secretary of State’s Policy Statement and its amplification in any Defence Safety Authority (DSA) publication.
  4. To ensure the Industry Provider is held to account, and to raise any concerns to the appropriate NBC Authority (commercial, safety or security). To be prepared to challenge the quality of the service provision to ensure the MoD as the customer receives the required level of service, which is compliant with legislation, MOD Policy, and industry standard.
  5. Maintain and manage Customer Liaison, Procurement and Naval Stores teams to undertake Logistics and Supply Chain tasking not outsourced to a Service Provider.
  6. Be MoD Main Store WITS and Naval Stores MJDI Account (MoD stores accounting systems) holder. Hold delegated powers of write-off for Losses appropriate to the grade. Ensure communication of the Naval Stores Account Materiel Loss Procedure, Stocktaking Programme and Armament musters via annual NBC D Memo.
  7. To take prompt action as appropriate where the supply chain and logistics services being delivered by the Contractor do not meet the required level of outputs demanded by the Devonport Lot Contract; this covers both ‘over’ and ‘under’ provision.
  8. To build positive and effective relations with the NBC(D), Submarine Delivery Agency (SDA) and Surface Ships Contract Management Teams and IP and foster a One Devonport culture.
  9. To hold the Industry Partner to account for provision of timely performance metrics such as management information and Key Performance Indicators for supply chain and logistics services in accordance with the Devonport Lot 1 Contract and as required. Report contract performance, using performance metrics and MI, to the SCPR and other governance fora as required.
  10. Ensure that an effective risk management process is in place compliant with NBC risk management policy.  This should: Identify and categorise risks, report in Project On-Line (POL) and ensure mitigation plans are in place and actions delivered. Ensure that all risk to life is either As Low As Reasonably Practical (ALARP) or escalated to NBC.
  11. To assure coherence of supply chain and logistics services delivery across the Devonport Naval Base site.
  12. Understand and advise on Government Furnished Equipment, its categories and accounting requirements under policy.
  13. To ensure management and Intelligent Customer function is in place for additional local enabling contracts in support of logistics services. That service providers are held to account and contract renewal action is taken to ensure uninterrupted levels of service. Provide input to overarching enabling contracts directly supporting service delivery and Defence Mechanical Handling Equipment (Yellow Fleet).
  14. Where there is dispute about provision of contracted services or service delivery matters, act as the initial point of contact for investigation and resolution, escalating to Director Operations and NBC where it is appropriate to do so.
  15. To build positive relations with the Programme Management Office to ensure forward planning is appropriately informed.
  16. ISO Certification Ensure the continuation of HMNB(D) ISO Certification by demonstrating fulfilment of all aspects of the leadership commitment requirements of ISO 9001:2015 and ISO 14001:2015.
  17. To line manage the NBC Devonport Supply Chain (MT and Logistics) services teams. Direct line management responsibilities for 3 X SEO and countersigning officer for 5 X HEO.

Person specification

  • A strong leader with a proven track record of successfully and carefully managing change, collaborating with others to find solutions together.
  • Relationship management expertise, able to build and maintain strong working relationships with internal and external stakeholders to maintain service and solve problems.
  • A manager of people, able to create a team who feel empowered and valued. Look after staff and their well-being and able to deal with all HR functions, recruitment, performance, attendance and discipline.
  • Experience of setting Contract requirements and writing Statements of Technical Requirements and Key Performance Indicators.
  • Excellent communication skills both oral and written. Able to staff and submit written work to a high standard including Business Cases; Project Initiation Documents; User Requirement Documents and Staff Reports.

Qualifications

Level 6 in a relevant subject (or equivalent) or level 5 (or equivalent) with extensive knowledge and experience at the discretion of the recruiting manager.

Chartered CILT (or equivalent).
