Job summary

This is an exciting time to join Chemical Regulations Division (CRD) with opportunities to develop and shape our regulatory schemes for the future. Our primary role is to deliver regulatory schemes intended to protect the health of people and the environment, balancing the economic and social benefits that chemicals offer to society and helping to ensure the safe and sustainable use of chemicals. We also have a role through guidance, partnership working and leadership to raise awareness and promote behaviour change to help improve the control of hazardous substances in the workplace.
We employ around 400 scientific, policy and support staff in various locations, including York, Bootle, Bristol, Bedford and Edinburgh. HSE has now adopted hybrid working which will allow us all to work both in the office and at home and we will provide you with the necessary equipment to support you when working from home. However, please note that these posts are office based roles and they are not a remote location based or home worker post; as such, successful candidates will need to be in a position to attend the office from appointment date onwards and will be required to attend the office regularly and potentially at short notice. Successful candidates will also be expected to undertake some face to face training upon joining HSE and this will be office based.

To help us meet these challenges, we require an ambitious chemist to join us.
You will part of a team delivering HSEs objectives fulfilling its role as the Agency for the UK REACH Regulation (Registration, Evaluation and Authorisation of Chemicals) and GB CLP Regulation (Classification and Labelling). This role is focussed on the registration associated aspects of REACH, and will include contributing to the ongoing development of the IT system used to support this. You will provide expert knowledge in the use of spectral and analytical data to ascertain chemical identity. There will also be opportunities to contribute to other areas covered by REACH and provide expert chemistry input on CLP
You will be one of a number of senior scientists responsible for coordinating processes and/or projects, providing guidance, engaging with and delivering training to internal and external stakeholders on all aspects of the regulations.
A further key aspect of this role will be the management and development of other scientific staff. This will include identifying training needs, making proposals for training solutions and taking a leading role in the provision of training.
No laboratory or field work is involved in these roles.
Person specification
We are looking for:
- An understanding of the relevant regulations, especially UK REACH
- Ability to assess chemical identity from spectral and analytical data
- Analytical skills with the ability to write/present effective technical information in a clear, concise and timely way.
- Initiative and decisiveness, supporting your ability to make effective decisions, while being open to challenge and involving others.
- Ability to manage and develop a small team of regulatory scientists including motivating staff, identifying training needs and taking a leading role in building capability.
- Experience of delivering output to time, cost and quality criteria.
- Outstanding organisational skills in managing a varied workload to demanding deadlines.
- Experience in building and maintaining strong, positive working relationships both internally and externally to our organisation.

Responsibilities

- To co-ordinate a team of chemists responsible for managing the REACH registration and associated processes, including provision of specialist support to those involved in developing the Comply with UK REACH IT system.
- To communicate clearly technical information both verbally and in writing, presenting clear summaries, conclusions and decisions.
- To possess good organisational skills in managing a varied workload to demanding deadlines.
- To show initiative and decisiveness, in making effective decisions, while being open to challenge and involving others.
- To build and maintain strong, positive working relationships both within HSE and externally to our organisation.
- To contribute to internal peer review and quality assurance processes

Selection process details
As part of your application we will assess your technical skills/knowledge/ experience. You will be required to provide evidence of your experience against the technical skills listed in the advert (250 words each).
In addition to the technical question responses, you will also complete a CV (job history, key responsibilities and any membership of professional bodies/societies) and a statement of suitability (500 words) in which you should provide additional evidence to explain how your experience meets the person specification for the role.

Sift Information
The sift is due to be held week commencing 1st August 2023. You will be assessed on your technical skills, CV and statement of suitability.
Interview Information
The Interviews will take place via Microsoft Teams, if you are successful at sift and reach interview stage you will be sent a video link in advance of your interview. You will be assessed against the three behaviours listed in the advert. We will also assess your technical knowledge/skills for this role.
Interviews will take place provisionally during week commencing 11th August 2022. Please note that the date may be subject to change.
