Job summary

Participatory design for delivery role is a new function within the resources and waste programme, applying co-design principles to stakeholder engagement and working with the waste value chain to assess, assure, and develop recommendations for policy and delivery approaches that meet the committed programme objectives whilst also being fit for purpose across all actors.

The enduring objective of the PDD team will be to re-frame stakeholder relationships as delivery partners, building trusting, open relationships with industry experts and those directly impacted by policy. This objective will be reflected in both the pieces of work identified as well as in the approach to ways of working as reflected in the skills and experience section below.

Due to the ongoing delivery work within the programme, the team may need to divert from the longer-term strategic co-design approach and will also need to apply these principles to critical situations working to build stakeholder confidence and/or working with the value chain to identify immediate recommendations for any at-risk delivery or policy areas in the short term

Job description

This role will support with the administrative coordination of the work of the team, including but not limited to managing stakeholder lists, issuing correspondence and minutes, taking notes at sessions,  managing the PDD mailbox, and coordinating meeting and workshop scheduling.

Key responsibilities

  • Building trusting relationships with the immediate team as well as the cross-cutting teams of other programme representatives and industry PDD-participants
  • Supporting in the preparation and delivery of material for participatory design sessions
  • Managing stakeholder lists, issuing correspondence and minutes, and managing the PDD mailbox
  • Coordinating meeting and workshop scheduling with both internal and external colleagues
  • Working as part of a cross-functional team, incorporating input from a range of sources but also supporting the immediate team’s priorities and deliverables
  • Contributing to the development and production of PDD outputs

Meeting the team’s administrative needs – ensuring colleagues have the correct content, and resources available to achieve the PDD deliverables

This is a newly established function in the programme, and so some flexibility and accommodation of ambiguity as the function embeds is expected

The nature of this role is sprint-based with periods of high workload to a specific deadline/priority – this will be recognised in other periods of less-intense work demand.

Person specification

  • Understanding of co-design principles and their application
  • Interest in systems-thinking perspectives and application of this/similar frameworks to complex landscapes
  • An understanding of waste policy and the stakeholders and their roles within the waste value chain would be beneficial
  • Strong communication skills – able to communicate clearly and concisely both orally and in writing, and ability to interact in an enthusiastic way
  • Able to respond constructively and objectively to comments, questions and feedback.
  • Comfortable speaking to relevant people ang get advice and information when unsure how to proceed
  • Able to independently follow relevant procedures and outlined work plans to complete deliverables
  • Have a positive and focussed attitude to achieving outcomes, despite any setbacks
  • Ability to align and pivot activity to contribute to wider organisational priorities
  • Experience of supporting in the development of workshop and meeting material is vital
  • Experience working collaboratively with a range of stakeholders

Location

Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Internal (core Defra) employees can apply for this role and choose to remain in their current location or to be based in one of the advertised Defra hub locations. All other applicants will be based in one of the advertised Defra hub locations. Defra’s current policy is that no more than 40% of the working week should be spent at home, averaged over a month unless exceptional circumstances apply and/or the post-holder is a contractual home worker. Office attendance will enable candidates to connect with their colleagues, as required by their role and business team needs. Travel and subsistence will not be paid for travel to a base office location.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Merit Lists

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
