National Records of Scotland (NRS) is the Scottish nation’s record keeper and official source of demographic statistics information about population, households, migration, vital events, life expectancy and electoral statistics and maintains the nations records archive as one of Scotlands five National Collections.
With a new strategy and many initiatives about to launch, NRS is entering an exciting and significant period of change. This role will be vital in supporting the interesting and varied projects in the corporate portfolio.
As our Business Change Manager, you will work across NRS business areas to investigate new ideas, shape compelling business cases and, once in delivery, help the area embed the change successfully. Reporting to the Head of Business Change you will have demonstrable experience in change delivery and be able to act autonomously. You will also play an instrumental part in establishing this new centralised change delivery function.
Job description
Create the case for change: Facilitate cross organisational groups to create a compelling case for change. Defining benefits, investigating options and laying out clear reasons for recommendations.
Change Management in projects: Change methodologies; Decide on best approach and methodology to manage the change and apply these within the project.
Stakeholder management: Identify project stakeholders, conduct change impact assessments and gap analysis. Maintain relationships with affected groups and support them through change resistance.
Design improvements: Provide change analysis and determine future process change that will improve efficiency and effectiveness, challenging how things are currently done.
Measure benefits: Identify key performance indicators to measure the effectiveness of the change, track progress towards benefits throughout the lifecycle and put in place support models for post project to maintain focus on achieving the improvements.
Embedding change management in NRS: Create the change management framework; Work collaboratively with the Change Team to design and establish the processes, guidance and tools needed to develop the change maturity of the organisation.
Engage colleagues: Support across the organisation to embed these new and consistent change management arrangements. Champion the use of continuous improvement and innovation.
Person specification
1.Demonstrable experience of using change methodologies (e.g. ADKAR, Kubler-Ross, Kotter) to lead business change activities for a diverse set of projects and programmes.
2.Knowledge and application of all elements of the change life cycle particularly shaping change initiatives and business case development.
3.Demonstrable experience of working collaboratively across an organisation to improve performance.
4.Excellent communication and stakeholder engagement skills with equivalent and more senior colleagues.
