Job summary

This role will be part of the Operation Soteria team working to transform the policing response to victims of rape and other serious sexual offences (RASSO).  It has already started to show green shoots of improvement in the response to RASSO in participating forces.  

Over the last two years, the programme has brought together police forces and academics to develop the National Operating Model for the Investigation of Rape and Serious Sexual Offences , a new approach for responding to these offences, launched in July 2023, which all 43 Home Office forces have committed to adopting. 

This role is to join a new joint Home Office, NPCC and College of Policing Unit, which will begin supporting implementation of the National Operating Model, taking a systemic approach, working with forces, the wider policing environment and key stakeholders from the criminal justice system to improve the policing response to RASSO.

We look forward to reading your application for the role of Knowledge and Development Lead in relation to Operation Soteria.

An exciting opportunity is available to support the College’s work on Operation Soteria Bluestone, the National Operating Model, working with forces on this ground-breaking programme. You will lead the development, design, planning and delivery of a blended learning programme to practitioners working in rape and serious sexual offences (RASSO) teams from all forces, using a range of delivery methods and media to support the effective adoption of the RASSO National Operating Model.

Person specification

Some of your responsibilities will include:

  • Lead the development, design and management of a blended Learning and Development programme for Operation Soteria to ensure that learning and products are delivered to all 43 Home Office forces and other key stakeholders in an impactful way that recognises that learners have differing learning styles and are working in a high demand 24/7 operating culture. Manage and coordinate the delivery of the new Learning Programme for RASSO Officers from the College of Policing and academic suppliers to enable effective on the job learning and the effective adoption of the RASSO National Operating Model.
  • Lead the delivery of regular RASSO National Learning Network events, including conferences, seminars and virtual classrooms, working with colleagues from across the Soteria Joint Unit and others to deliver impactful sessions as part of a programme of blended learning to RASSO leads and practitioners from all Home Office forces.
  • Lead the engagement with the National Police Chiefs’ Council (NPCC) Executive Committee and wider force network to enable the wider sharing of learning from Soteria and the adoption of the NOM and to link in with existing relevant national L&D activity and ensure that Soteria is deploying the most up to date approaches in L&D.

To be successful in this role you’ll need:

  • Strong ability to build effective working relationships with internal and external stakeholders at all levels and work collaboratively to achieve objectives.
  • Experience of delivering blended learning & development programmes within policing, with an excellent understanding of how to overcome current barriers and deliver effective learning.
  • Experience of problem solving and taking an evidence-based approach to learning and delivery development solutions.

This role is available for 12 months as a fixed term appointment or as a secondment opportunity to:

•    colleagues employed directly by the College or the Civil Service. Please note you will be required to obtain the written support of your line manager prior to submitting your application.

•    serving police officers substantive in the rank of Chief Inspector, or those officers suitably qualified for temporary promotion in the rank of Inspector.
