Job summary

Applications for this role are restricted to existing employees of the College of Policing, the Civil Service and officers or staff of a UK police force or UK policing organisation.

An exciting and unique opportunity has arisen to join the College of Policing Team as the Delivery Lead for Crime and Criminal Justice. This opportunity is available as a three-year secondment for Ch/Supts. or on a permanent basis on a civil service contract for those of an equivalent grade and having the necessary previous operational experience. 

The role will afford successful candidates the awareness and exposure to delivering policing nationally and would be an ideal development role for someone recently completing or considering applying to the College Level 5 Executive Leadership Programme in the future.

Job description

We look forward to reading your application for the role of Crime and Criminal Justice (CCJ) Lead. 

The selected candidate will be part of the Senior Leadership Team for the College of Policing working with the College Executive and peers to share knowledge, set standards and to help develop the skills of everyone in policing which will enable you to make a significant contribution to policing and influence the future direction it takes.  

This wide portfolio of work includes high profile projects and programmes of work in the areas of Investigation and Case Management, Intelligence, Serious and Organised Crime, Covert Policing, Counter Terrorism, Digital Policing, Vulnerability, Violence against Women and Girls and Police Information and Data.

You will work with NPCC leads and other key stakeholders including the Home Office, IOPC, HMICFRS, APCC and others to identify where the College can best contribute to priorities for improvement. 

Your role will be to work with policing standards managers and people from across the College to understand the policing problem, identify the changes that are needed and to develop the sorts of products that will help people in policing to work more effectively.  Your understanding of the evidence and policing context will enable you to lead the identification and delivery of interventions that are most likely to lead to change and improvement in policing’s ability to meet current and future challenges.

You will oversee delivery of all CCJ programme and project outcomes, providing co-ordination and strategic direction in defining and promoting good practice within the CCJ area in England and Wales including, but not limited to:

  • Defining good practice, standards and guidance, presenting, and gaining approval from the police service for related proposals to raise the level of capability across policing and enable targeted reductions in crime and increases in public safety.
  • Setting standards and direction for evidence-based, commercially focused design solutions.
  • Scanning and reviewing the UK and international policing environment and providing operational and/or business advice and support to national policing business areas.
  • Leading, motivating and managing specialist teams and individuals to deliver the required outcomes to meet client and user specifications within agreed budget and timeframes and with the highest level of integrity.
  • Liaising with police forces and key stakeholders to review and agree good practice based on best available evidence.
  • Lead the College responses to reports, super complaints, coroners’ and IOPC statutory notices, legal challenges, etc. so that the College is presented well, and the best outcomes are secured.

Person specification

To be successful in this role you’ll need:

  • A Masters Degree in a related subject, with high research content, or extensive equivalent experience.
  • Experience and skilled at creating and leading high performing teams, bringing collaboration and flexibility to the forefront.
  • Extensive work experience at senior leadership rank in policing or equivalent role in a law enforcement agency.
  • Strong ability to build effective working relationships with internal and external stakeholders at all levels and work collaboratively to achieve objectives.
  • Strong understanding and experience of the crime, criminal justice and/or policing system in the political and policy context, particularly related to standards, evidence based practice and professional development, acquired in senior leadership roles in policing or a closely related organisation.
  • Demonstrable operational knowledge and experience that will enable you to understand the challenges and risks facing the public, forces and the people working in these areas of policing.
