We are looking for a Head of Programme Management Office (PDP) to join our team and lead on programme governance, planning, reporting, and controls. You will be responsible for ensuring that the programme is delivered on time, on budget and with high quality. You will also act as the official source of all programme information and metrics, providing a single version of the truth that is trusted by all stakeholders.

As the Head of PMO, you will have a significant impact on the programme and the organisation. You will work closely with the Programme Director, SRO and Programme Board, as well as other senior leaders and external partners.

Job description

•    Ensuring robust and achievable plans are in place to achieve objectives, with clearly assigned roles and responsibilities.
•    Monitoring and reporting on progress against plans, taking action to resolve issues and prevent delays.
•    Establishing effective and proportionate governance arrangements are in place.
•    Setting the agenda for programme boards and other forums to ensure timely decision-making supports delivery. 
•    Providing comprehensive, timely and accurate programme plans and progress reports for senior level meetings as per the agreed reporting schedule and on an ad hoc basis if needed. This will also include highlighting any risks, issues dependencies or gaps against the plan as well as providing options to mitigate or resolve issues. 
•    Building and maintaining effective working relationships with strand leads, expert domains, and other stakeholders as necessary to deliver the programme.
•    Setting the project management standards and methodologies based on best practice and ensuring compliance.
•    Actively managing interdependencies between strands of work and across the wider portfolio of projects and programmes as necessary
•    Leading the PMO team to become a high performing team, taking responsibility for capability building and professional development.
•    Developing a clear plan for production and clearance of the business case across departments, oversee the business case production with programme leads and SMEs.
•    Acting as the custodian for the Integrated Assurance and Approvals Plan and lead coordination of the GMPP process with the IPA, ensuring that recommendations from reviews are acted upon. This will require close working with the Programme Director who will hold oversight of the programme performance.
•    Analysing financial data including budgets, risks, and resource allocation, tracking actuals against forecasts
•    Actively engage in the wider project delivery communities to share best practice, lessons learned and wider capability building.
•    Facilitating end of stage reviews and benefits reviews on behalf of the Programme Director
•    Working alongside HR, hold a resourcing strategy for different stages of the programme and support the Programme Director in the identification and reassignment of resources throughout the programme timeline.
•    Provide assurance to the Programme Director on the effectiveness of ‘in programme delivery’ stakeholder management arrangements.

Person specification

•    Experience in leading PMO functions for large-scale programmes in complex environments
•    Knowledge of programme management methodologies, tools and best practices
•    Skills in planning, monitoring, reporting, and controlling programmes.
•    Ability to establish and maintain effective governance arrangements and stakeholder relationships.
•    Ability to analyse data, identify risks and issues, and provide solutions.
•    Ability to lead and develop a PMO team.
•    Experience in developing and managing business cases and assurance processes.
•    Experience in managing financial aspects of programmes.
•    Ability to engage with the wider project delivery communities and share learning.

This vacancy offers hybrid working, with a London based office currently based in Holborn.  As of January 2024, the office will be moving to Caxton House (Westminster).  Both offices are in central London and easily accessible via public transport.

Here is an insight to the Pensions Dashboard Programme:

Pensions dashboards will enable people to access key information about all of their UK pensions, private and State, in one place online, revolutionising how people engage with their pensions throughout their lives. Enabling the delivery of pensions dashboards will require up to 52m adults in the UK to be connected with up to around 43,000 pension providers and schemes to search for their pensions.  

Development work by industry has already taken place, as a concept. The goal is now to turn it into a delivery solution for the benefit of UK citizens. MaPS has created a Pensions Dashboards Programme (PDP) which will be responsible for delivering the digital architecture and governance framework that will allow multiple parties to be connected as part of the pension’s dashboards ecosystem. This hugely significant development has the potential to improve the financial wellbeing of millions of people. 

The programme is comprised of an Industry Steering Group and a supporting Programme team within MaPS. The Programme is working in close partnership with DWP, TPR and FCA who all have related delivery responsibilities. Industry has had, and will continue to have, a crucial role to play in designing and developing the necessary components to make pensions dashboards possible.
