This post provides an opportunity to work in a high-profile policy area which plays a leading role in supporting Programme for Government commitments, including recommendations arising from a recent Ministerial Deep Dive on biodiversity.

The post is located in the Marine Policy Branch within the Marine and Biodiversity Division.  The Marine Policy Branch leads on the development and management of the marine planning system in Wales, as well as policy on marine licensing and marine aggregates.  The successful candidate will join a small and friendly team, which is collaborative in how it works with colleagues across the organisation and beyond. 

The role will be key to ensuring marine planning can contribute towards action to halt the loss of biodiversity.  It will support and drive the development of approaches to marine planning for marine ecosystem enhancement and recovery, developing our spatial understanding of marine ecosystem constraints and opportunities and the likely mitigation and compensation requirements that may result for marine industries.

You are proactive in exploring your own developmental needs and take action when required.

What key stakeholders will expect

  • Provide sound judgement with the ability to interpret information where issues are complex or conflicting with the ability to weigh up a number of factors to produce constructive ideas and solutions.
  • Required to communicate information, to provide advice to senior colleagues on the effects of policy or operational changes and influence outcomes.
  • Ability to grow strong professional relationships with internal and external stakeholders, effectively collaborating to share information, resources and support.

Person specification

Main Responsibilities:

The role will involve working collaboratively with Natural Resources Wales (NRW) to identify and explore options to deliver planning support for ecosystem recovery and enhancement.  

Key tasks include:

  • Developing and making recommendations to senior managers on planning policy approaches to marine ecosystem protection and enhancement.
  • Working collaboratively with NRW to develop and test policy options around marine ecosystem planning.
  • Working with NRW to further develop marine environmental considerations mapping.
  • Liaising with marine environmental NGOs to communicate policy approaches and promote the role of marine planning.
  • Applying development scenarios at a strategic level to understand environmental mitigation and compensation requirements.
  • Developing understanding around cumulative effects assessment in marine planning.
  • Supporting strategic compensation initiatives for marine development.
  • Drafting marine policy material and consultation documentation to take forward new marine planning policy.
  • Supporting marine planning stakeholder engagement, adapting approach and style depending upon the technical knowledge of audience.
