We operate a hybrid working model, subject to government guidelines, for this role the post holder will be expected to be office working 8 days per month.

Role

The pensions landscape is changing, and as a regulator we need to change with it.  Whilst most pensions assets are still in defined benefit schemes, after the success of automatic enrolment, most pension savers are now within defined contribution schemes.

Across this landscape, our key priorities are to:

•    protect savers money by making schemes and employers comply with their duties.
•    enhance the pensions system through effective market oversight, influencing better practices.
•    support innovation in savers interests so that new products and services deliver good outcomes.

These all constitute a major shift in focus across TPR – a shift from being a compliance focussed regulator, to being a more proactive and influential regulator, with effective market oversight and a greater focus on innovation.  Internally, we need to instil greater collaboration, alignment, accountability, and a performance mindset to deliver this change, and to enhance our effectiveness and efficiency, underpinned by strong data and digital capability.

With a new CEO, we are moving forward on this exciting agenda, and are looking for a Chief Transformation Officer to help to shape, drive and implement this change.

This role involves closely collaborating with the CEO and the Board to drive significant organisational changes within TPR as we shift from being a compliance focussed regulator, to a more proactive and influential regulator. This encompasses reshaping the organisational design, fostering a new culture, and evolving operational methodologies. By working in unison with the CEO, the incumbent aims to articulate a compelling vision, instil confidence, and motivate colleagues to actively engage in and spearhead the transformation through altered behaviours and a willingness to challenge established norms. The goal is to orchestrate a cohesive transformation, spanning processes, systems, data, and people, while ensuring accountability and alignment with TPR’s mission and objectives.

Additionally, this role entails initiating holistic change across TPR by aligning with the People & Culture Strategy. This includes developing essential leadership capabilities to enhance overall performance. Strategies for optimising operational efficiency and effectiveness, all while upholding regulatory compliance and public sector standards, form a vital aspect of this transformative position. Acting as an exemplar of the desired behavioural traits, the transformation leader is tasked with driving both short-term improvements and long-term value, inspiring people managers to embrace their role in the change process and ensuring a high-performance culture is cultivated throughout TPR. Moreover, this role involves being the public face of the transformation, internally and externally, to establish the tone, ignite enthusiasm, and challenge conventional practices for the betterment of TPR and its stakeholders.

Responsibilities

You will:

• Map TPR’s structure and interactions, guiding organisational design principles and the path to transformation.
• Craft a compelling narrative for TPR’s transformation, inspiring collective support and measuring success against clear goals.
• Work effectively with internal stakeholders, Board members and ExCo colleagues, empowering them to play their roles in the transformation journey.
• Evaluate TPR’s resources, identifying strengths, addressing gaps, and streamlining operations for efficiency.
• Maintain an external focus, anticipating future changes, and creatively considering necessary adaptations.
• Exemplify desired organisational culture, challenge inconsistent behaviours, and analyse TPR’s needs to develop strategic plans for improvement. Also, oversee implementation of recommendations from the Public Bodies Review and learn from best practices in the public sector.
• Act as an advocate for savers, ensuring organisational changes prioritise their best interests and value for money.

Person specification

Essential and Desirable Criteria

•    Ability to effectively influence stakeholders at the highest levels, both internally and externally, including the Board and key partners.
•    Extensive senior leadership and management experience in complex organisations, ideally in the public sector, demonstrating the ability to navigate varied business situations and lead successful change initiatives.
•    Proven capability to envision the broader organisational landscape, challenge norms, and strategically align initiatives with overarching objectives.
•    Demonstrated experience in collaborating with diverse stakeholders, fostering positive relationships, and delivering successful outcomes both internally and externally.
•    Strong understanding of people’s motivations, demonstrated through keen emotional intelligence and active listening skills, enabling effective communication, and understanding of reactions.
•    Experience in coaching, mentoring, and delegating, with an aptitude for talent identification and setting challenging goals to nurture and develop team members.
•    Proficiency in financial analysis and budget management, with the ability to comprehend financial details and their implications on organisational goals, along with a track record of efficiently utilising often-limited resources for transformational priorities.

Alongside your salary of £109,307, Pensions Regulator contributes
£29,512 towards you being a member of the Civil Service Defined Benefit Pension scheme.
