We operate a hybrid working model, subject to government guidelines, for this role the post holder will be expected to be office working 8 days per month.

Role

The pensions landscape is changing, and as a regulator we need to change with it.  Whilst most pensions assets are still in defined benefit schemes, after the success of automatic enrolment, most pension savers are now within defined contribution schemes.

Across this landscape, our key priorities are to:

•    protect savers money by making schemes and employers comply with their duties.
•    enhance the pensions system through effective market oversight, influencing better practices.
•    support innovation in savers interests so that new products and services deliver good outcomes.

These all constitute a major shift in focus across TPR – a shift from being a compliance focussed regulator, to being a more proactive and influential regulator, with effective market oversight and a greater focus on innovation.  Internally, we need to instil greater collaboration, alignment, accountability, and a performance mindset to deliver this change, and to enhance our effectiveness and efficiency, underpinned by strong data and digital capability.

With a new CEO, we are moving forward on this exciting agenda, and are looking for a Chief Operating Officer to help to shape, drive and implement this change.

The Chief Operating officer at TPR plays an essential role in upholding the organisation’s core purpose, mission, and values. They lead with proactive oversight and advocate for pension savers. Central to this position is overseeing TPR’s financial well-being, especially in tandem with the CEO’s duties as Chief Accounting Officer. They ensure the responsible use of public funds in line with guidelines from the Cabinet Office, DWP, and other related bodies. This role requires careful financial decision-making in line with TPR’s efficiency goals and the smooth operation of key corporate services such as Facilities, Procurement, and Governance, Risk & Assurance. Success hinges on collaborating closely with TPR’s leadership to ensure both financial targets and TPR’s service delivery standards, priorities and objectives are met.

Responsibilities

You will:

• Serve as a key member of TPR’s Board, contributing strategic insights, recommendations, and expertise to shape organisational policies and strategies.
• Engage as an Executive Committee member, ensuring effective collaboration between the Executive Committee and the Board, and taking ownership of internal risks affecting the function.
• Foster alignment, consistency, and collaboration across teams and directorates to ensure unified efforts towards TPR’s goals and maintain a culture of accountability.
• Instil a performance-driven mindset, focusing on exceeding service levels and targets while continuously improving regulatory practices and outcomes.
• Oversee TPR’s financial strategies, annual reporting, budgeting, compliance, and the development of high-performing teams within the Central Operations function.
• Ensure governance adherence, effective risk management, complaints handling, and transparent reporting while driving continuous improvements in structures and processes.
• Optimise procurement processes, supplier relationships, and facilities management to ensure cost-effectiveness, compliance, safety, sustainability, and efficiency across TPR.

Person specification

Essential and Desirable Criteria

• Extensive experience in stakeholder management, relationship building, and engagement, preferably within the pensions or financial services sector.
• Strong understanding and experience of developing a high performing central operations team.
• Proven track record of driving effective collaboration, partnerships, and engagement initiatives with diverse stakeholders.
• Excellent communication and influencing skills, with the ability to navigate complex and sensitive situations.
• Change management expertise, with experience in leading and implementing organisational changes.
• Customer service mindset, with a focus on delivering exceptional service and support to stakeholders.
• Leadership capabilities, inspiring and motivating teams to achieve common goals.
• Proven experience of strategic planning, particularly in respect of people and resources.

Alongside your salary of £149,999, Pensions Regulator contributes
£40,499 towards you being a member of the Civil Service Defined Benefit Pension scheme.
