Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Power of Attorney Services (POAS) processes incoming power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. POAS comes under the Operations directorate of the Office of the Public Guardian (OPG.)

OPG is aiming to have a Digital Power of Attorney in place that meets our customer and stakeholder needs. We aim to have a multiskilled, flexible workforce, working within office/home based locations to meet civil service environment.

Job Description, Duties and Responsibilities –

The successful candidate will assure best practice as well as the continued development and application of project procedures, tools, management information and techniques. They will provide guidance and insight as well as ensuring the portfolio is delivered to the agreed metrics

They will work collaboratively with wider Project Manager Office (PMO) colleagues from across MoJ and the wider civil service to share best practice and role model the skills needed across organisation.

Key responsibilities of the role:

  • Team- Manage the PMO team and assist Project Managers in the identification, recruitment, development, deployment and reassignment of project resources throughout the project
    • Finances- Ensure financial control is in place across the portfolio. Regular engagement with corporate finance to ensure accurate financial reporting is in place.
    • Stakeholder Management – Advise the project team on appropriate tools and techniques for managing stakeholder relationships. Provide assurance to project managers on the effectiveness of stakeholder management arrangements.
  • Risks & Issues – Establish the project processes and standards for managing risks and issues. Provide assurance to project managers on the effectiveness of Risk and Issue management arrangements and advise on appropriate escalation
  • Governance – Ensure appropriate governance is in place and is being followed by projects. Ensure key governance decisions are planned for at the governance forums to minimise risk of delay to progress and that governance routes are being followed and working
  • Assurance – Provide independent assurance over the portfolio to relevant governance bodies and Senior Responsible Owners/Sponsors. Lead on assurance activity including internal reviews and arranging external reviews

e.g. Programme Gateway Reviews where applicable. Monitor the effectiveness of controls and ensure that recommendations from external reviews are acted upon. Provide a link into wider MoJ assurance activity such as service assessments, Technology Code of Practice and Triage.

  • Change Management – Manage the change control process to effectively manage changes in scope of projects and/or programmes and update configuration documents as
  • Project Performance & Controls – Establish and operate project controls around Time Cost and Quality on behalf of the project manager, reporting on project progress and status to appropriate
  • Guidance & Best Practice – Develop and embed best practice project management processes, tools and templates from the MOJ project delivery function. Provides direction and guidance to the project team. Ensure

Microsoft Project is being utilised by project managers to effectively manage projects.

  • Centre of Excellence – Build the PMO into a Centre of Excellence; a centre of expertise for project delivery, with high quality processes, tools, standards and documentation to enable the delivery of projects and programmes. Including ownership of the delivery and governance frameworks

Skills & Qualifications

Essential:

  • Experience of managing a PMO and a knowledge of its core processes, services and working practices
  • Strong written and oral communication skills
  • Production of management information related to programme/project performance for senior stakeholders and project teams
  • Experience of managing and assuring risk, budgets and change
  • Excellent stakeholder relationship skills
  • Excellent organisational skills
  • Results focused and able to work under pressure

Desirable

  • Relevant programme/portfolio management qualification
  • Experience of working in a transformational or business change environment
  • Experience of working with programmes
  • Experience of multiple project methodologies

Salary, Working Arrangements & Benefits

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Annual Leave

Generous allowances for paid holiday starting at 25 days per year and rising as your service increases. There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
