Job summary
The Civil Service Commission (CSC) regulates external recruitment, including at the most senior levels, into the Civil Service and ensures it is fair, open and based on merit. We are looking for a self-starting individual to join our high-profile organisation based in the heart of Westminster.
This is an exciting opportunity to work across the breadth of government and make vital contributions to the effectiveness of the Civil Service. This will include working with senior civil servants, government departments and the Civil Service Commissioners to ensure the Civil Service operates within the standards set out in the Constitutional Reform and Governance Act 2010 and the Civil Service Commission’s Recruitment Principles (2018) and upholds the values set out in the Civil Service Code: honesty, integrity, objectivity and impartiality.
The team also supports the Board of Commissioners chaired by the Rt. Hon. Baroness Stuart, the First Civil Service Commissioner. Job description
This is an interesting and exciting role in a small and high profile team. You will play a key part in the promotion of the Recruitment Principles and the Commission’s regulatory activity, with responsibility for leading the Commission’s regulatory and audit activity, delivering engagement with Civil Service departments and contributing to the Policy and Operations team’s wider application of the Recruitment Principles and the Civil Service Code. Key responsibilities will be:
- Working with the Compliance Lead and Head of Policy and Operations to drive forward an ambitious new compliance programme across government.
- Leading on the rolling out of a new audit platform to government departments, delivering training and working to resolve challenges.
- Collaborating with the wider team to deliver clear and confident training on the Recruitment Principles to government departments.
- Supporting the collection, validation and retention of recruitment data from regulated organisations across government through regular audits. Evaluating and communicating outcomes to the wider team and Civil Service Commissioners.
- Confidently delivering regulatory work with individual government departments, especially those with poorer performance from the audit cycle.
- Providing expert, timely advice to departments, including through the management of a CSC inbox dedicated to compliance queries and breaches.
- Making decisions and communicating outcomes on potential breaches of the Civil Service Code.
- Contributing to the development of policy and external resources for Civil Service departments.
- Supporting the Policy and Operations team, Civil Service Commissioners and the wider Civil Service Commission as required.

Person specification
Essential criteria:
- Strong organisational and stakeholder management skills; ability to balance multiple competing priorities, work at pace, ensuring that key customers and stakeholders are kept informed.
- Excellent critical thinking and analytical skills to make judgements based on evidence within a framework of codes and guidance.
- Strong interpersonal and communication skills and the ability to interact confidently and professionally with a range of stakeholders at all levels, across the Civil Service and including at very senior levels.
- Experience of tailoring and adapting sometimes complex written responses to suit different audiences, including for publication.
- Attention to detail and the ability to interpret and report on quantitative and qualitative data.
Desirable criteria:
- Previous experience working in audit and compliance functions.

Selection process
