Main Purpose of Job

The primary function of Estate Operations (EO) is to provide a safe, compliant, agile estate for all governmental departments and Partners Across Government (PAG).  The team consists of approximately 52 members of staff with approximately 50% of staff being based overseas.  EO is the FCDO’s Intelligent Client Function (ICF) and Subject Matter Experts (SME) for all aspects of estate operations, estate operational policy, operational compliance/health and safety, contract management in the Facilities Management (FM) space and estate whole of life asset replacement programmes.  EO is responsible for management of the regional outsourced Total Facilities Management contracts and manages the forward maintenance register, delivering small projects for safety and life cycle replacement. 

The successful candidate will be responsible for optimising the efficiency and effectiveness of service delivery and day-to-day operations of the Hanslope Park site, applying governance to FM Service delivery, leading on hard services and line-managing responsibilities for soft services. They will ensure that the site meets all FCDO policies and procedures, the site infrastructure remains operational with an emphasis on critical facilities and infrastructure compliance with its ‘readiness and reliability needs’. They will be the operational FM Subject Matter Expert for Hanslope Park and work with EO colleagues to ensure the FCDO UK Estate maintains the correct operational and security posture and infrastructure to meet the specifications, policies and standards as specified by the FCDO Policies and Procedures and contractual obligation. 

The successful candidate’s primary function is to ensure consistent and thorough compliance with: financial accountability and public sector expenditure and value for money, adherence to and discharging all health & safety requirements and policies, operational and contractual requirements and obligations are met and where possible exceeded. They will ensure continuous performance improvement is achieved as agreed and actively manage and build on the customer/service provider relationship. 

Roles and Responsibilities

The successful candidate will: 

  • Work closely with the Estate Operations UK finance lead to ensure monthly reporting and forecasting is completed for the service delivery and expenditure at Hanslope Park.
  • Day-to-day management of the service providers and liaison with wider FCDO colleagues and tenants in Hanslope Park to ensure the day-to-day provision of the services adjusts to meet short notice changes and requirements.
  • Support delivery of the Forward Maintenance Register project portfolio to prioritise investment and shape the project scopes for delivery against time and budget.
  • Responsibility for monitoring and challenging quality of delivery with the FM service providers against agreed Key Performance Indicators, tracking trends to ensure that customer service standards and contracted performance levels are maintained, driving continuous improvement.
  • Provide assurance to FCDO that relevant departmental compliance for health and safety, security, environmental, sustainability and legal policy are adhered to.
  • Acting as the focal point of escalation for concerns regarding delivery of the FM service contract and operational state of preparedness for the Hanslope Park Estate.
  • Participate in operational performance meetings with the relevant service partners and stakeholders to ensure operational, financial, and H&S governance is maintained, transparent and recorded.
  • Line management of the Assistant Facilities Manager for Hanslope Park providing guidance, mentoring and day to day supervision as required.

Person specification

Minimum Criteria

  • An understanding of budgetary allocation, spend and financial reporting including revenue (RDEL) vs capital (CDEL).
  • Understanding of statutory compliance requirements in relation to Facilities Management and UK legislation.
  • Detailed working knowledge of operating an estate to maintain and work in secure environment. 
  • Experienced in the principles of Project and Contract Management for service delivery under a New Engineering Contract (NEC) form.
  • A strong understanding of UK Health and Safety regulatory requirements as applicable to the built environment and an operational estate.
