Main Purpose of Job

The successful candidate will be the operational lead overseeing the governance of all outsourced security contracts.  They will ensure service delivery meets the required standards through effective monitoring, stakeholder engagement and Key Performance Indicators (KPI) implementation.   They will also be responsible for governance of spend in relation to contracted services, reactive repairs and life cycle replacement of security assets.  

The role requires stakeholder engagement internally, with Security and Commercial colleagues and externally, with the Government Property Agency, contracted service partners and wider government stakeholders.   

The successful candidate will be expected to be the operational security Subject Matter Expert and work with Estate Operations colleagues to ensure the FCDO UK Estate maintains the correct security posture and infrastructure to meet the specifications, polices and standards as specified by the Department’s security specialists. 

The successful candidate will also be expected to be flexible and able to contribute as necessary across other soft and hard Facilities Management (FM) service streams.  

The role will report to the FM Manager (London Estate).

 

Roles and Responsibilities

  • Day-to-day management of the FCDO security guarding service contract with G4S and to be the liaison with Security policy experts to ensure the day to day provision of the services adjusts to meet short notice changes and requirements.
  • Day-to-day management of FCDO maintenance contracts delivering planned and reactive maintenance services to all physical security assets across the UK Estate.
  • Responsibility for monitoring performance of security guarding and physical security maintenance contracts against agreed Key Performance Indicators tracking trends to ensure that customer service standards are maintained in accordance with service level agreements.
  • Work closely with Estate Operations and Commercial colleagues as well as the wider FCDO Commercial category leads to achieve maximum return on investment and ensure compliance to governmental procurement / commercial standards. 
  • Participate in operational performance meetings with the relevant service partners and stakeholders to ensure operational, financial, and Health & Safety governance is maintained, transparent and recorded.
  • Establish a strong working relationship with Departmental security specialists to deliver an effective and efficient security service in order to protect staff, information, assets, buildings and key infrastructure.
  • Drive engagement with service providers on capital projects to focus on life cycle asset management and ensure continued building functionality for both project delivery and whole life cycle.
  • Act as the Subject Matter Expert for Estate Operations advising on best practice and the appropriate security posture commensurate with the risks identified through analysis of security threats.

Minimum Criteria

  • Demonstrable relevant experience of working in a similar operational capacity and able to evidence successful outcomes.  
  • Demonstrable experience of integrating safety and security policies with business operations.
  • Demonstrable experience of managing Facilities Management service contracts.
  • Recognised qualification in Facilities Management/Contracts and/or Operational Security management.
