Job summary
The Risk Management Policy Branch supports the organisation to identify and manage their risks effectively. The team has a corporate role in maintaining and developing the Scottish Governments risk management policy and delivering high quality information, guidance and advice to the organisation. The team work closely with a number of key corporate teams across the organisation to support Directors General in their roles as Accountable Officers.
Our friendly and welcoming team is looking for a Risk Management Policy Manager who shares our energy and enthusiasm for continuously improving essential risk management services to directorates across the Scottish Government and out to a range of public bodies.
Reporting to the Head of Risk Management Policy, you will be part of a team providing a central, coordinating function for the Scottish Government, leading the development of the Scottish Government organisational assurance and risk management policies and providing training and guidance to teams across the organisation as well as challenging them to improve practices.
The team partners with other policy and delivery teams to:

‣ Reduce risk and maximise opportunities to deliver for the people of Scotland.

Job description
Develop close working relationships with key stakeholders and senior managers to help ensure effective application and understanding of the SG approach to risk management alongside good governance and accountability principles. This role will support the direct interests of the Chief Financial Officer and Director General Corporate in their corporate roles in risk management.
Design, develop and deliver corporate learning opportunities for staff through provision of high quality training on risk management and the maintenance and development of supporting guidance and online learning.
Provide critical analysis of risk management information from across the organisation, acting as a support and challenge function through the gathering, analysis and investigation of available information to come to informed conclusions and advice as well as preparing reporting to a range of stakeholders at Directorate, Director General and Executive Team level.
Ensure that stakeholders across the organisation are engaged in governance standards and improving the efficiency and effectiveness of related frameworks. This post is responsible for leading the management of the engagement strategy to promote propriety and innovation across the Scottish Government via key networks including Risk Champion Network and Business Managers Network.
Provide prompt and sound advice on governance, assurance and risk to colleagues with the SG and public bodies, liaising with senior level Scottish Government officials including DG Accountable Officers and those within the wider public sector; influencing the development of policy and best practice.
Collaborate with other governance and risk specialisms across the SG to support the development of an integrated and embedded approach to risk management.

Qualifications
Professional qualification in Risk Management.
Essential Criteria
1. Demonstrated experience in the risk management profession in a first-line or second-line capacity.
2. Ability to communicate confidently and credibly, building and maintaining positive relationships with internal and external stakeholders through strong interpersonal skills
3. Ability to draw together, interrogate and present management information to draw out key messages and findings to support decision making.
4. Ability to take responsibility for their own performance including through prioritising and managing a varied and competing workload in order to work effectively and meet deadlines under pressure.
