National Records of Scotland (NRS) is the Scottish nation’s record keeper and official source of demographic statistics – information about population, households, migration, vital events, life expectancy and electoral statistics.

 

We are going through a period of exciting change delivering an ongoing programme of technology modernisations and improvements aligned with the Scottish Governments Digital, Cloud and Green IT Strategies.

 

We are currently looking for an IT Delivery Manager to join our team and help us deliver our ambitious change programme. With opportunities across a range of projects and programmes you’ll have the opportunities to help deliver services that impact and enrich the lives of the people of Scotland.

 

This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. This post is part of the Scottish Government DDaT profession. As a member of the profession, you will join the professional development system, currently BCS RoleModelplus.

Job description

• Work in conjunction with NRS IT’s planning and prioritisation of activities, take forward the definition and execution of identified technology projects.
• Establish and manage project procedures – risk management, issue and change control, configuration management, and communication.
• Establish and manage project controls – monitoring and reporting; advising Project Boards or equivalent management of deviations from plan.
• Lead and motivate technical project teams.
• Identify the technical resources required to undertake systems development projects and effectively plan, schedule and deliver such projects.
• Understand and follow release and deployment processes in compliance with relevant IT and Security policies and best practice.
• Ensure appropriate documentation is produced in accordance with agreed delivery approach.
• Engage with NRS IT Portfolio to build a consistent project management approach within NRS.

Person specification

1. Excellent knowledge and application of the principles, methods, techniques and tools for the effective management of IT projects from initiation through to implementation, e.g. PRINCE2, Agile, Microsoft Project, Jira, Kanban.
2. Broad experience of technology including applications, infrastructure, networks, perimeter security devices, monitoring systems, operating systems, and threat detection.
3. Significant experience of project delivery within an IT context.
4. Good understanding of risk management principles and experience in their application.
