We are excited to announce a new leadership opportunity at Ofgem for the position of Director of Finance, Planning and Performance (FPP). As a non-ministerial department, Ofgem plays a crucial role in ensuring that every household and business in the UK can rely on a safe, affordable and environmentally sustainable energy supply. In this role, the Director of FPP will be responsible for leading and developing a dynamic and collaborative team covering Finance, Procurement, Portfolio Management, Internal Audit, Risk Management, and Assurance functions. Reporting to the Chief Operating Officer, the successful candidate will champion a culture of finance-based decision-making and value for money across the organisation.

The Director of FPP will be entrusted with managing Ofgem’s budget, adhering to internal and external priorities. This includes leading the implementation of a modern corporate system that integrates finance, HR, and business planning. Furthermore, the Director will spearhead a program aimed at maximising the impact of Ofgem’s resources. The role involves developing, planning, and delivering work outcomes with clear objectives, milestones, and success metrics. Collaboration is key, and the Director will be responsible for building and supporting effective teams, encouraging professional development, and demonstrating commitment to Ofgem values.

The Director of FPP will also play a vital role in promoting diversity and inclusion within their team and the wider organisation. Additionally, they will work jointly with the Personal Development Lead on the welfare and pastoral care of all colleagues.

The Director of FPP will actively contribute to the development and delivery of Ofgem Strategic Priorities which includes collaboration with senior leadership to prioritise work and resources effectively, representing Ofgem across Government and the Energy sector, and setting the strategic direction of the function. Strategic workforce planning will be a crucial aspect, working with the Professions Office to recruit, develop, and deploy staff within the directorate to meet the organisation’s strategic priorities. Collaboration with regulatory directorates to identify needs for technical insight and support, as well as embedding processes, is an integral part of this role.

Job description

Key Responsibilities:

Responsible for a range of high profile, stretching and complex areas – including managing Ofgem’s budget in line with internal and external priorities.

  • Lead and deliver a modern corporate system (integrating finance, HR, and business planning)
  • Lead and deliver a programme to maximise impact from Ofgem’s resources.
  • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.
  • Accountable for agreeing and delivering on budget and resource requirements.
  • Responsible for building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.
  • Encourages and supports development of colleagues within profession and teams.
  • Jointly responsible with the Personal Development Lead (PDL) on welfare and pastoral care of all colleagues.
  • Effectively undertakes appropriate and necessary D&I focus within their team and the wider organisation.

Person specification

Essential criteria

  • Member of appropriate professional body recognised by CCAB, CIMA or internationally recognised equivalent.
  • A strategic and inspirational leader – background and knowledge in strategic leadership and senior decision making. A dedicated, motivational, and collaborative leader who builds strong, inclusive, high performing teams and cross-team working relationships.
  • A strong communicator – highly credible communication and influencing skills, both in writing and in person, with experience of building strong stakeholder relationships, high emotional intelligence and engendering trusted relationships that achieve buy-in and commitment.
  • A senior advisor – experience of working with Boards, Committees, and senior stakeholders. Can influence and make a positive impact with a range of senior stakeholders both internally and externally, adopting an open approach and unafraid to make decisions when necessary.
  • A financial expert – An understanding of the principles and requirements of public financial management, the ability to deliver value for money to maximise public benefit, and extensive experience in Strategic   Business Planning.
Alongside your salary of £97,000, OFGEM contributes
£26,190 towards you being a member of the Civil Service Defined Benefit Pension scheme.
