Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool. This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross). A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026. 

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross). There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities – detached duty terms may apply. Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview. 

Job description

Services provided by DBS attract significant Parliamentary, media and public interest and the Secretariat ensures that timely, accurate and unbiased advice is provided to Ministers for use in Parliament and in public. 

The DBS Secretariat delivers the full range of Secretariat functions for the organisation, including all Parliamentary, Ministerial, Treat Official and Freedom of Information correspondence and Board Secretariat support.  It continues to be one of the busiest and interesting Secretariat teams in the MOD and has close Ministerial interest.

This is a high profile role reporting to a Grade 7 Head of Secretariat and CEO’s office. You will lead a geographically split team of 12 and be responsible for managing the timely and accurate completion of Parliamentary business, Freedom of Information requests and public correspondence responses. You will ensure that Parliamentary, political and presentational aspects of Ministerial submissions are given full consideration, and will be required to take ownership of more complex and problematic cases. Additionally, you will monitor quality and performance targets, maintain continuous improvement, and manage, coach and develop the skills of your team.

Allowances

The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

This position is advertised at 37 hours per week.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours and Experience.
