The Home Office is central to UK life. Our work extends from devising drugs policies and ensuring the immigration system is not being abused, to delivering an accountable policing service. Join us in this important role and you’ll be an key leader in our International Strategy, Engagement and Devolution (ISED) unit, which is responsible for the delivery of international strategy across all our business units and the corresponding domestic engagement strategy.

Job description

These are exciting times at the Home Office, and when you join us in this significant role you’ll be responsible for strengthening our position as a global partner by delivering our international strategy and engaging positively with foreign governments and their embassies and high commissions in London. Your work will involve providing regular briefings to senior officials and Ministers, and undertaking international travel as you work to advance Britain’s standing and influence around the world.

In addition, you’ll have a wide range of domestic responsibilities – these include promoting Home Office policy while leading engagement with the devolved administrations and key stakeholders in Scotland, Wales and Northern Ireland. We’ll expect you to assist your colleagues to navigate the devolved landscape where delivery of reserved functions is dependent on devolved structures, and you’ll also work to ensure we discharge our responsibilities towards British Overseas Territories and the Crown Dependencies. In addition, you’ll be expected to manage a range of complex financial, HR and other issues, and motivate your team through a period of change.

Person specification

With experience of leading internationally-focused teams on complex issues such as migration and matters relating to the British Overseas Territories and Crown Dependencies, we’ll expect you to have a track record of working with the UK’s devolved administrations. With the ability to lead large teams and structures and deliver through networks, you’ll use your excellent communication and interpersonal skills to influence at the highest levels in the UK and Internationally, working across a range of Government systems and cultures.

We’ll expect you to possess strong strategic awareness of UK domestic and international policy and engagement, and have well developed experience of leading in a complex environment and across government to deliver key strategic priorities and plans. An understanding of the Home Office’s role within the UK Government’s Union strategy would be desirable, as would hands-on experience of working in Scotland, Wales or Northern Ireland.

Essential Criteria:

The successful candidate will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:

  • International Experience: a track record of delivering internationally, ideally on matters linked to migration or home affairs and leading teams working internationally on complex issues
  • Domestic experience: experience of working with the UK’s devolved administrations including delivery of reserved policy in a devolved context.
  • Leadership: A proven ability to lead large teams and structures (ISED has 140 staff; Home Office International System has large numbers working across the HO) and to deliver through networks (including the FCDO network).
  • Communicating and Influencing: An ability to influence at the highest levels in both the UK and Internationally, working across a range of Government systems and cultures
  • Strategic Awareness: Strong strategic awareness of both UK Domestic and International Policy and Engagement. You will bring deep insight and demonstrable experience of leading in a complex environment and across government to deliver key strategic priorities and plans.
  • Experience of working on issues pertaining to the British Overseas Territories and Crown Dependencies.

Desirable Criteria:

  • Understanding of the Home Office’s role within UK Government’s Union strategy.
  • Experience or understanding of working in Scotland, Wales or Northern Ireland.
Alongside your salary of £75,000, Home Office contributes

Selection process details

This role has a minimum assignment duration of 3 years. An assignment duration
is the period of time a Senior Civil Servant is expected to remain in the same post to enable them
to deliver on the agreed key business outcomes. The assignment duration also supports your career through
building your depth of expertise.
